REQUEST FOR INFORMATION (RFI)

Background
The Department of General Services ("DGS"), on behalf of the Commonwealth of Pennsylvania
("Commonwealth"), is issuing this Request for Information ("RFI") to gauge market interest in
the potential redevelopment or reuse of the Commonwealth-owned property located at 241 East
Lancaster Avenue, Wynnewood, Pennsylvania ("Property"). The Commonwealth seeks to identify
qualified development teams with interest in, and the capacity to undertake, the redevelopment of
this Property in a financially sound, community-responsive, and high-quality manner.
The Property consists of 0.544 acres with improvements and is zoned TC2-Town Center 2
Commercial District. The Property is located along the Lancaster Avenue corridor in Wynnewood,
a well-established Main Line community with strong residential demand, Southeastern
Pennsylvania Transport Authority ("SEPTA") Regional Rail access, and proximity to institutional,
retail, and community amenities. The Property is currently occupied by an operating nonprofit
organization providing community-serving functions.
This RFI is not a formal solicitation and will not result in the award of a contract or sale of the
Property. If the Commonwealth determines to proceed with a formal disposition or development
process, a separate Request for Proposal ("RFP") or other formal solicitation will be issued.
Respondents to this RFI will not be precluded from, nor guaranteed participation in, any
subsequent formal procurement process.
NOTE: The Commonwealth does not yet have, and may not have, legislative authority to develop
or dispose of the Property in all the ways referenced here. The purpose of this RFI is to gauge
the level of interest in various types of transaction structures and to get ideas for possible
redevelopment goals. These transaction structures and goals may or may not be ultimately
authorized by the General Assembly.
About the Property
The Property is a Commonwealth-owned site situated along the Lancaster Avenue corridor in
Wynnewood, Pennsylvania. Key attributes include:
* Location: 241 East Lancaster Avenue, Wynnewood, PA 19096 (Montgomery County).
* Submarket: Main Line, served by SEPTA Regional Rail (Wynnewood Station on the Paoli
and Thorndale Line).
* Additional site information (boundaries, existing conditions) will be made available.

Commonwealth Objectives
The Commonwealth is interested in understanding how the development community would
approach this opportunity in alignment with the following objectives:
* Maximize long-term economic and public value from the disposition or redevelopment of
the Property.
* Encourage high-quality, context-sensitive redevelopment which reflects the character of
the Main Line community.
* Minimize execution, entitlement, and reputational risk to the Commonwealth.
* Advance community-serving outcomes, including potential housing creation and mixed-
use opportunities.
Potential Transaction Structures
The Commonwealth has not pre-selected a preferred transaction structure. Respondents are invited
to indicate which of the following approaches, or any comparable alternative, they would propose
and why. Potential transaction structures include
* Outright Sale: Fee simple acquisition of the Property.
* P3 / Ground Lease: Long-term ground lease or joint venture in which the Commonwealth
retains an ownership interest.
* Hybrid Structure: Sale combined with contingent payments, revenue sharing, earnout, or
retained equity participation.
Instructions for Submitting the Requested Information
Any party wishing to submit a response to this RFI regarding possible approaches toward
redevelopment of the Property is invited to submit that information. This exercise is intended
solely to assist the Commonwealth in assessing market demand and development capacity. Please
be concise, limiting your submission to no more than five pages. We are only looking for high
level information. There is no required format. Please provide the following:
* Respondent's identity, organizational overview, and key principals.
* High-level development concept.
* Preferred transaction structure and high-level rationale.
* Provide level of financial capability and experience a developer would need to successfully
execute this type of project.
* Non-binding indication of the range of value or consideration the respondent would
contemplate for the Property.
Please provide this information to DGS by JUNE 15, 2026. Submissions should be sent
electronically to the DGS Bureau of Real Estate resource account at ra-gsbre@pa.gov. All
submissions should be clearly marked "241 East Lancaster Avenue - RFI" in the subject
line.

This RFI is issued solely for information and planning purposes. The Commonwealth is under no
obligation to issue a formal solicitation or proceed with any transaction as a result of this RFI.
Neither DGS nor any party submitting information will be bound to proceed with any sale, lease,
or development of the property. All costs incurred in responding to this RFI are solely the
responsibility of the respondent. Submissions made in response to this RFI will be publicly
accessible under the Pennsylvania Right-to-Know Law, 65 P.S. 67.101 et seq.
Property Access
The Commonwealth will provide access to the property for inspection purposes. A Property tour
will be held on MAY 15, 2026 from 3:00 PM to 5:00 PM. Prospective respondents wishing to
attend should RSVP in advance by emailing bcrans@pa.gov by MAY 12, 2026. Prospective
respondents are encouraged to attend the Property tour prior to submitting a response. We ask that
anyone wishing to attend the Property tour refrain from using the on-site parking lot due to its
limited parking spaces and high level of activity with clients departing the facility.
