SCOPE OF WORK: The City of Lake Oswego is requesting proposals to provide Owner’s Representative Services related to planning for, and potential design and construction of, a new library.

ONE MANDATORY PRE-PROPOSAL CONFERENCE: 12:00 p.m. (Noon) PST, Wednesday, July 8, 2026. Interested proposers must attend in-person at the Lake Oswego Public Library Meeting Room located at 706 Fourth Street, Lake Oswego, OR 97034

If a proposer has accessibility concerns, please contact the Project Manager at least four (4) business days prior to the meeting.

HOW TO REVIEW CONTRACT TERMS, CONDITIONS, AND SPECIFICATIONS: The Contract Documents may be reviewed:

• Electronically: To download the RFP, a person or company must create an account and add their name or company to the Planholder List at www.ci.oswego.or.us/bids/rfp . For website assistance regarding this invitation, contact Cindy Waggener at 503.635.0289.
• In Person: Lake Oswego City Hall, 380 A Avenue, Lake Oswego, OR 97034, during open hours.

Any amendments to this RFP will be in writing and will be issued to all persons or businesses that have registered to receive RFP amendments. The RFP holders list will be updated daily and available on the website.

HOW TO SUBMIT A PROPOSAL: Proposals must be submitted as follows: 4 hard copies and an electronic copy of the proposal submitted on a flash drive to Melissa Kelly, Library Director, City of Lake Oswego, 706 Fourth Street, Lake Oswego, OR 97034, and must be received before the Proposal Closing Time.

Proposer may verify receipt by phone: 503-697-6584. Proposals will not be accepted after the RFP closing time. Proposers are encouraged to submit proposals early.

Questions about meaning or intent of the RFP Documents shall be submitted via email by 4:30 p.m. PST, Tuesday, July 21, to Melissa Kelly, Library Director at kelly@lakeoswego.city .
