1. PURPOSE & PROJECT OVERVIEW
The City of New Rochelle is soliciting competitive written quotes from qualified, licensed fire protection contractors to
execute critical deficiency repairs on the municipal fire sprinkler system located at City Hall.
Recent technical inspections revealed obsolete and impaired fire sprinkler heads that exceed statutory operational
lifespans (specifically heads dating back to 1969). The selected contractor shall furnish all labor, materials, tools,
drain/refill protocols, equipment, and insurance necessary to perform complete system head replacements to restore
full compliance with NFPA standards and local Authority Having Jurisdiction (AHJ) fire codes.
2. DETAILED SCOPE OF WORK (SOW)
The contractor shall perform turnkey replacement services across two primary system zones:
LOCATION A: DRY ATTIC SPRINKLER SYSTEM
Sprinkler Head Replacement: Supply and install approximately 180 upright sprinkler heads.
Deficiency Corrected: Replacement of outdated/impaired upright sprinkler units installed circa 1969
exceeding 50 years of active service life.
LOCATION B: MAIN BUILDING SPRINKLER SYSTEM
Sprinkler Head Replacement: Supply and install approximately 38 outdated/impaired sprinkler heads.
Breakdown of Units:
o Twelve (12) Pendant Sprinkler Heads
o Twenty-Six (26) Upright Sprinkler Heads
OPERATIONAL REQUIREMENTS & EXECUTION RULES
Standard Work Hours: All physical work on-site must be performed during regular municipal working hours
(7:00 AM to 4:00 PM, Monday through Friday).
System Drain & Refill: The contractor is strictly responsible for draining and refilling the sprinkler system
during each work shift to ensure life-safety protection is maintained.
Cleanliness & Site Protection: The contractor shall maintain the work area in a clean, safe state and properly
dispose of all old sprinkler heads and scrap materials generated during work.
STANDARD PROJECT EXCLUSIONS
Unless explicitly authorized in writing by the City, quotes shall assume the following standard exclusions:
1. Overtime, double-time, or holiday labor rates.
2. Fire watch details, wall patching, surface painting, or design drawing modifications.
3. Aerial lift rentals (unless specified in contingent line items).

3. STATUTORY COMPLIANCE & LEGAL MANDATES
NYS Prevailing Wage Rates: This project constitutes a public works repair contract under New York State
Labor Law Article 8. All mechanics, fitters, and laborers employed on-site must be paid not less than the
prevailing wage rates and supplements stipulated by the NYS Department of Labor. Please see PRC #
2026023284 documents in Section 6 of this RFQ.
Tax-Exempt Status: The City of New Rochelle is exempt from federal, state, and local sales taxes. Quotes
must not include sales tax.
Non-Collusion Certification: Bidders must execute the attached Non-Collusive Bidding Certification in
accordance with NYS General Municipal Law Section 103-d.
Insurance Requirements: Prior to contract execution, the winning vendor must submit valid Certificates of
Insurance naming the City of New Rochelle as an Additional Insured on a primary, non-contributory basis,
matching standard Commercial General Liability ($2,000,000 Aggregate / $1,000,000 Occurrence),
Commercial Auto ($1,000,000 Owned, Scheduled, Hired, and Non-Owned) and statutory NYS Workers'
Compensation/Disability coverage.
