PUBLIC WORKS BUILDING ELECTRICAL OUTLET ADDITIONS
INVITATION TO BID
The City of Independence, Kansas (the "City") is accepting sealed bids from qualified and properly licensed electrical
contractors for the Public Works Building Electrical Outlet Additions. The work includes furnishing all labor,
materials, equipment, permits, inspections, supervision, testing, and incidentals required for complete, safe, and code-
compliant electrical installations at the locations shown in the Bid Documents.
Location A - electrical hookups for a domestic washer and dryer.
Location B - 110 V GFI, 20 A, and 220 V GFI, 40 A, for a vehicle washing station, including pedestal mount.
Location C - one 220 V, 50 A interior outlet.
Location D / east and west columns - 220 V, 40 A service and four 110 V, 20 A outlets at each column; one additional west-
side 110 V, 20 A GFI circuit; and two 110 V, 20 A services terminated in a junction box at the west column for the pit.
Bid Submission. Bids must be received by the Office of the City Clerk, City Hall, 120 N. 6th Street, Independence,
Kansas 67301, no later than 2pm local time on Thursday, September 24, 2026. Bids shall be signed and enclosed in a
sealed envelope clearly marked "SEALED BID - PUBLIC WORKS BUILDING ELECTRICAL OUTLET ADDITIONS." E-
mail, fax, telephonic, or other unsealed bids will not be accepted. Late bids will not be opened.
Bid Opening. Bids will be publicly opened and read aloud immediately after the submission deadline at City Hall.
Site Visits. A pre-bid meeting is not required. Site visits are available by appointment and are strongly encouraged. To

No oral statement, explanation, instruction, interpretation, clarification, representation, or agreement by any City
official, employee, agent, or consultant shall modify the Bid Documents, bind the City, or be relied upon by a bidder.
Only written addenda issued by the City before the bid deadline are binding. Each bidder is responsible for obtaining
and acknowledging all addenda.
Evaluation and Award. The City intends to award the contract to the lowest responsible bidder whose bid is responsive
to the Bid Documents. The City reserves the right to reject any or all bids, waive informalities or irregularities to the
extent permitted by law, request clarification of responsibility information, and make the award deemed in the best
interest of the City. No bidder may withdraw a bid for forty-five (45) days after the date and hour set for opening bids.
Bid Documents. Bid Documents may be examined at the Office of the City Clerk and may be posted on the City of

1. INSTRUCTIONS TO BIDDERS
1.1. Bid Documents. The Bid Documents consist of the Invitation to Bid, these Instructions to Bidders, the Scope of
Work and Technical Requirements, the Bid Form, bidder qualification and certification forms, General Contract
Terms, Form of Agreement, all exhibits, and all written addenda issued before the bid deadline.
1.2. Complete Bid Required. The bidder shall submit a complete, unconditional lump-sum bid using the forms provided.
The bid shall include all work and incidental items reasonably necessary to deliver complete and operable electrical
systems, whether or not every component is expressly listed.
1.3. Examination of Documents. Before submitting a bid, the bidder shall carefully review all Bid Documents, verify
dimensions and conditions that can be reasonably observed, and promptly report conflicts, omissions, or
ambiguities in writing. Submission of a bid constitutes acknowledgment that the bidder has reviewed and
understands the Bid Documents.
1.4. Site Conditions and Visit. A site visit is not mandatory, but it is strongly encouraged. The bidder is responsible for
becoming familiar with access, routing, panel locations, available breaker spaces, existing service capacity, working
clearances, operational constraints, and conditions that may affect cost or performance. No adjustment will be made
for conditions that were reasonably observable or discoverable before bidding.

Questions, Interpretations, and Addenda
1.6. Written Questions. Questions shall be submitted in writing to John Garris (engineer@independenceks.gov) no later
than September 17, 2026. The City may decline to answer questions received after that time.
1.7. Addenda. Any change to the Bid Documents will be issued by written addendum. Addenda become part of the Bid
Documents. The bidder shall acknowledge each addendum on the Bid Form and is responsible for checking for
addenda on the City website before submitting a bid.
1.8. No Verbal Representations. No oral statement, instruction, interpretation, clarification, representation, promise, or
agreement by the City or any of its officials, employees, agents, or consultants shall modify the Bid Documents or
be binding. Bidders shall not rely on verbal information. Only a written addendum issued by the City may change the
bidding requirements or scope.
Preparation and Submission of Bids
1.9. Bid Form. Use the Bid Form included in this package. Enter all prices in ink or typed form. The Total Base Bid shall
be stated in figures and words. In the event of a discrepancy, the amount written in words will control unless the City
determines from the face of the bid that another amount was clearly intended.
1.10. Price. The bid price shall include all labor, materials, equipment, supervision, overhead, profit, permits, fees,
mobilization, delivery, testing, cleanup, warranty, and incidentals required for the work. Prices shall remain firm for
forty-five (45) days after bid opening.
1.11. Signature and Authority. The Bid Form shall be signed by a person authorized to bind the bidder. If the bidder is
a corporation, partnership, limited liability company, or joint venture, the signer shall identify the signer's title and the
legal name of the entity.
1.12. Bid Envelope. Place the signed original bid and required attachments in a sealed envelope. Clearly mark the
outside: "SEALED BID - PUBLIC WORKS BUILDING ELECTRICAL OUTLET ADDITIONS." Include the bidder's
name and return address. If mailed, place the sealed bid envelope inside a separate mailing envelope.
1.13. Delivery. Deliver bids to the Office of the City Clerk, City Hall, 120 N. 6th Street, Independence, Kansas 67301, by
the deadline stated in the Invitation to Bid. E-mail, fax, telephonic, or other unsealed bids will not be accepted.
1.14. Late Bids. Bids received after the deadline are ineligible for consideration and will not be opened.
1.15. Modification or Withdrawal Before Opening. A bidder may modify or withdraw its bid by written notice received
by the City Clerk before the bid deadline. After the bid deadline, no bid may be withdrawn for forty-five (45) days
except as permitted by applicable law and City policy.

Evaluation and Award
1.16. Evaluation Criteria. Bids will be evaluated for responsiveness to the Bid Documents and bidder responsibility. The
City intends to consider the Total Base Bid; completeness; licensing; insurance capability; technical and financial
ability; experience with comparable electrical work; proposed schedule; references; and documented past
performance. Award is intended for the lowest responsible bidder whose bid meets the requirements and criteria
stated in the Bid Documents.
1.17. Clarification of Responsibility. The City may request additional information concerning a bidder's qualifications,
experience, licensing, financial capacity, insurance, proposed materials, or schedule. Such a request will not permit
a bidder to change its bid price or materially alter its bid after opening.
1.18. City Rights. The City reserves the right to reject any or all bids, waive informalities or irregularities to the extent
permitted by law, cancel the solicitation, or make an award in the best interest of the City. The City is not
responsible for costs incurred in preparing a bid.
1.19. Notice of Award and Contract. No contract exists until the City issues a written Notice of Award or Agreement
and the Agreement is executed by authorized representatives. If applicable, award is subject to approval by the
Governing Body. The successful bidder shall timely provide required insurance, bonds, licensing, tax forms, and
other post-award documents.
1.20. Bid Security and Bonds. Bid security is not required. A separate performance bond is not required unless stated
by written addendum. If the Contract Price exceeds $75,000, the successful bidder shall furnish the public works
bond required by K.S.A. 60-1111 in an amount not less than the Contract Price before work begins.

2. SCOPE OF WORK AND TECHNICAL REQUIREMENTS
Project Intent. Furnish and install complete electrical circuits, receptacles, boxes, supports, raceways, conductors,
overcurrent protection, grounding and bonding, disconnecting means where required, labels, and related components for
the locations described below and shown in Exhibit A. The Owner's simplified drawing identifies locations and circuit
ratings but does not prescribe conductor sizes, conductor types, conduit/raceway systems, box types, or detailed routing.
The Contractor is responsible for selecting and installing all components necessary to meet the applicable code, listing,
environmental, and operational requirements.

Technical Performance Requirements
2.1. Applicable Codes and Standards. Perform the work in accordance with all applicable federal, state, and local
laws, ordinances, permit requirements, and the National Electrical Code as adopted and amended by the authority
having jurisdiction at the time of permit. Where requirements differ, apply the more stringent requirement unless
directed otherwise in writing by the authority having jurisdiction.
2.2. Actual System Voltage. The Owner's simplified scope uses 110 V and 220 V terminology. The Contractor shall
field-verify the building's actual nominal system voltage, phase, and configuration and furnish compatible devices
and equipment while maintaining the specified ampere ratings and intended use.
2.3. Existing Service and Panel Capacity. Before installation, verify available service capacity, panelboard rating, fault-
current suitability, breaker spaces, conductor terminations, working clearances, and compatibility with proposed
breakers. Include all branch-circuit breakers and normal panel modifications required for the work. Do not install
equipment that exceeds the available system capacity. Promptly report any major service or panel replacement
believed necessary before proceeding.
2.4. Conductors and Overcurrent Protection. Size conductors, equipment grounding conductors, overcurrent
protective devices, disconnects, and related components for the calculated load, conductor temperature limitations,
voltage drop, ambient conditions, raceway fill, derating, terminal ratings, and code requirements. Use copper
conductors unless another conductor material is specifically approved in writing by the City and permitted by code.
2.5. Wiring Methods and Raceway. Use listed wiring methods and raceways permitted by code and suitable for the
actual environment, including exposure to moisture, washdown, corrosion, physical damage, temperature, and
indoor/outdoor conditions. Exposed work shall be routed neatly, parallel or perpendicular to building lines where
practicable, securely supported, and protected from impact. Penetrations shall be sleeved, sealed, and firestopped
where required.
2.6. GFI/GFCI Protection. Provide GFCI protection wherever called for in the scope and wherever otherwise required by
code. GFCI protection may be provided by a listed receptacle, breaker, or other approved device appropriate to the
voltage, current, and equipment. Provide readily accessible reset/test means as required.

2.7. Wet, Damp, and Washdown Locations. At the vehicle washing station and any other wet or damp location, provide
listed weather-resistant or wet-location-rated devices, boxes, covers, fittings, gaskets, raceways, and enclosures as
required. Covers shall maintain the required rating while equipment is connected when required by code or the
environment.
2.8. Pedestal at Location B. Provide a rigid, corrosion-resistant, securely anchored pedestal suitable for the
environment and the mounted devices. Coordinate the final exact position, mounting height, and orientation with the
Owner. Route feeders and branch circuits to the pedestal using code-compliant methods that protect against
physical damage and water entry.
2.9. Receptacle and Connection Configurations. Coordinate NEMA configuration, cord-and-plug connection, hard-
wired connection, and disconnect requirements with the Owner and the connected equipment before purchasing
devices. Do not assume receptacle configurations where the Owner has not identified the equipment. All devices
shall be listed, properly rated, and compatible with the actual system voltage and load.
2.10. Washer and Dryer Hookups. Provide code-compliant hookups suitable for Owner-furnished domestic appliances.
Verify whether the dryer is electric or gas, the required circuit ratings, neutral and grounding requirements,
receptacle type, and installation clearances before rough-in. Appliances are not included in the electrical contract.
2.11. Grounding and Bonding. Provide a complete equipment grounding and bonding system. Bond metal raceways,
boxes, enclosures, pedestals, and equipment as required. Do not use the earth as the sole equipment grounding
path.
2.12. Identification and Panel Directories. Permanently label receptacles, disconnects, junction boxes, and circuits as
appropriate. Update panel directories with accurate, typed descriptions identifying each new circuit and location.
Mark spare or future pit circuits clearly.
2.13. Testing and Acceptance. Before requesting final acceptance, inspect and test each circuit for correct voltage,
polarity, phase, grounding continuity, GFCI operation, breaker function, and secure terminations. Correct defects at
no additional cost. Demonstrate operation to City staff upon request.
2.14. Permits and Inspections. Obtain and pay for required permits, inspections, and reinspection fees. Coordinate with
the authority having jurisdiction and provide the City with final inspection approval before acceptance.
2.15. Coordination and Outages. Coordinate routing, access, and temporary outages with Public Works. Provide at
least seventy-two (72) hours' advance notice for planned outages unless the City approves a shorter period. Do not
interrupt occupied-building services without written approval. Maintain safe access and normal operations to the
greatest extent practicable.
2.16. Protection, Patching, and Cleanup. Protect existing property, equipment, and finishes. Repair damage caused by
the work, patch penetrations to match adjacent construction, remove abandoned debris created by the work, and
leave work areas clean and ready for use.
2.17. Closeout and Warranty. Provide permit closeout, final inspection documentation, product data for installed
specialty devices, test results if requested, updated panel schedules, and a written one-year warranty covering
defects in labor and materials from the date of City acceptance. Manufacturer warranties longer than one year shall
be passed through to the City.
SCOPE COMPLETENESS
The drawing is diagrammatic and identifies general locations only. Final routing, conductor and raceway sizing, fittings,
supports, boxes, protection, and all other means and methods are the Contractor's responsibility. Include all incidental
work required for complete, code-compliant, operational installations.
