Description

SPECIAL NOTICE / NOTICE OF INTENT - FOR INFORMATIONAL PURPOSES ONLY. This special notice is not a solicitation, request for proposal, request for quotation, invitation for bid, or commitment by the Government to issue a solicitation or award a contract. The Government is not requesting proposals, quotations, or bids in response to this notice. No reimbursement will be made for any costs associated with reviewing or responding to this notice.



The U.S. Army Corps of Engineers (USACE), Norfolk District, intends to include brand-name requirements for specific Electronic Security System (ESS), Intrusion Detection System (IDS), access-control, credential-verification, and video-management components in support of the Fort Norfolk Electronic Security System and Gate Upgrade project. The requirement, if solicited, will be procured via a separate SAM.gov solicitation. Interested parties are responsible for monitoring SAM.gov for any future solicitation, amendments, and related notices.



This special notice is published for informational and market-research purposes in accordance with RFO FAR 5.101. The Government will consider timely written responses from potential responsible sources that demonstrate the ability to meet the Government's compatibility, interoperability, and operational continuity requirements.



2. Brand-Name Intent and Acquisition Information



Per RFO FAR 6.103-1(d), RFO FAR 6.104, and DFARS 206.103-170 (Class Deviation 2016-O0017, Rev. 1), USACE Norfolk District intends to include brand-name components in the solicitation package. The Contracting Officer intends to prepare a Brand Name Justification and Approval (J&A) document for the solicitation package. The approved J&A, redacted as necessary, is expected to be posted with the solicitation, if issued.



The anticipated acquisition is an open-market, 100% Total Small Business Set-Aside under NAICS code 561621, Security Systems Services (except Locksmiths), and PSC N063, Installation of Equipment: Alarm, Signal, and Security Detection Systems. The anticipated contract type is firm-fixed-price. The final acquisition approach, contract type, solicitation number, evaluation factors, clauses, provisions, and requirements will be provided in the solicitation, if issued.



3. Project Description



The anticipated requirement includes non-personal services for the procurement, installation, integration, testing, commissioning, documentation, training, warranty support, and maintenance/sustainment of a modernized ESS and related gate/access-control infrastructure at Fort Norfolk. The Contractor will be required to provide all personnel, supervision, management, equipment, supplies, facilities, transportation, tools, materials, software, licensing, testing instruments, documentation, and other items necessary to deliver a complete, integrated, tested, and operational security system.



The anticipated scope includes modernization of Fort Norfolk's physical and electronic security posture through access control, video surveillance, security monitoring, perimeter gate, and related perimeter/fence-access improvements. The work may include, but is not limited to:




  • Engineering, design coordination, planning, system configuration, and implementation support;

  • Physical access control/security management system components and integration;

  • Access card readers, credential readers, door controllers, and related cabling;

  • Handheld credential verification and badge scanner devices to support guard force operations;

  • Video surveillance/video management system components, cameras, recording/storage capability, network video recording equipment, workstations, servers, monitoring displays, housings, mounting hardware, and related infrastructure;

  • Gate controls, safety devices, sensors, remote operating devices, pedestrian/vehicle gate interfaces, and related access-control infrastructure;

  • Perimeter fencing, gate, and access-control upgrades, as identified in the solicitation;

  • System testing, commissioning, training, documentation, warranty, service, and support.



4. Required Brand-Name Components / Platforms



The specified products have unique compatibility, interoperability, operational continuity, cybersecurity/supply-chain compliance, and sustainment characteristics that meet the Government's minimum requirements for access control, credential verification, video surveillance, security monitoring, and gate/access-control capabilities at Fort Norfolk. The products listed below are required to maintain compatibility with the existing Fort Norfolk security environment and the broader North Atlantic Division security support structure.

Access-control/security management platform required for Fort Norfolk and North Atlantic Division compatibility and continuity with the existing access-control environment.

Handheld badge-verification device compatible with AMAG Symmetry and required for guard force credential-verification operations at gates and controlled areas.

Video-management/camera platform required to restore and sustain the existing video-management environment and support reuse/integration of existing camera infrastructure.

The brand-name requirements apply to the identified components or platforms only and are intended to define the Government's minimum compatibility, interoperability, and operational continuity needs. Qualified contractors may compete for the overall requirement in accordance with the solicitation, if issued.



5. Required System Outcomes



The completed system must be capable of supporting Government security operations, including management of access permissions, monitoring of entry control points, video recording and playback, centralized viewing, guard force credential verification, response to unauthorized access or security events, and continued sustainment of the Fort Norfolk security environment.



The Contractor will be expected to furnish, install, integrate, test, commission, document, train users on, warrant, maintain, and sustain the ESS solution. The system and all work must comply with applicable Federal, DoD, Army, USACE, cybersecurity, supply-chain, physical security, antiterrorism/force protection, operations security, installation access-control, and Unified Facilities Criteria requirements identified in the solicitation, if issued.



6. Capability Statement Instructions



All potential responsible sources wishing to demonstrate the ability to meet the agency's requirements may submit a written response with a technical capabilities statement. The technical capabilities statement must demonstrate the ability to provide, install, integrate, test, commission, document, train users on, warrant, maintain, and sustain an ESS solution that incorporates the identified brand-name components and remains compatible with the existing Fort Norfolk security environment.



Responses should include the following information, as applicable:




  • Company name, address, point of contact, phone number, and email address;

  • Unique Entity Identifier, CAGE Code, and confirmation of active SAM.gov registration;

  • Business size and socioeconomic status under NAICS 561621;

  • Brief description of relevant experience performing similar ESS, access-control, video-surveillance, perimeter gate/fence, and system integration work;

  • Recent and relevant project examples, including contract number if available, customer, location, dollar value, period of performance, and brief description of work performed;

  • Statement identifying whether the firm can perform as a prime contractor and the anticipated percentage of work the firm would perform with its own employees;

  • Statement identifying whether the firm can provide compatible and interoperable solutions involving AMAG Symmetry, Telaeris XPID201, Milestone Professional+, or the existing Fort Norfolk security environment;

  • Any recommended acquisition considerations, commercial practices, lead times, supply-chain limitations, cybersecurity considerations, or other market information the Government should consider.

Late responses may be reviewed at the Government's discretion for informational and market-research purposes; however, the Government is not obligated to review or consider responses received after the stated response date and time.



THIS SPECIAL NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete the brand-name elements of the project based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to modify the Government's acquisition approach.
