Notice of Intent to Sole Source to: Black Security Products LLC (UEI: JCFAKK6ZPXB6 / CAGE: 7MT82)
The 92 CES has a requirement for a replacement barrier net for the main gate at Fairchild AFB. The requirement for the front gate replacement net must be provided by Black Security Products (BSP) to preserve the certified integrity of the existing M50 P2 Level crash barrier system. Because crash-rated barriers are tested and certified as complete, matched-set assemblies under the DoD-referenced ASTM F2656 standard, the M50 P2 rating applies to the entire system rather than the individual net. Substituting a net from another manufacturer, even an equivalent-looking one, would void the certified configuration and the DoD listing since there is no test data proving it would perform identically within this specific assembly. Consequently, the replacement must be the exact BSP net originally quoted for this site. Black Security Products was contacted on 18 August 26 to inquire on the possibility of authorized re-sellers for this product. They confirmed that there are no authorized resellers for the net as it is crash-rated and must be replaced with identical specs, so they only sell it directly. Based on the aforementioned information, it is recommended that the small business set-aside be dissolved and this requirement be solicited directly to Black Security Products LLC.
