REQUEST FOR QUALIFICATIONS
RFQ - 2026-45-20-01 Major Corridors Urban Design Plan
PURPOSE: The City of Mansfield, Texas, (the "City"), is soliciting Statements of Qualifications (SOQs)
from experienced and qualified firms to provide professional services to support Major Corridors Urban
Design Plan RFQ - 2026-45-20-01. This is a qualifications-based solicitation; cost proposals are not to
be submitted and will not be considered as part of the evaluation process. This procurement will follow
all applicable local, state, and federal regulations governing qualifications-based selection, including
compliance with Texas Government Code Chapter 2254, where applicable.
SUBMISSION DEADLINE: To be considered, One (1) original (marked original), (1) copies (marked
copies), and one (1) electronic version (Acrobat PDF format-one file only/USB Flash Drive) of the
proposal are to be submitted at the City Secretary's Office, City Hall, 1200 East Broad Street, Mansfield,
Texas 76063 , until 2:00 pm, 30th day of July 2026. Proposals must be signed by a duly authorized
official of the Firm's/Consultant's organization. Sealed proposals should be addressed to:
Clayton Comstock, Planning Department, 1200 East Broad Street, Mansfield, Texas 76063 with RFQ -
2026-45-20-01 Major Corridors Urban Design Plan printed on the envelope.
SOQs will be accepted in person by United States Postal Service, by United Parcel Service, or by private
courier service. Oral communication, telephone, electronic mail, telegraphic transmission, or facsimile
transmission will not be acceptable submissions.
Any SOQ received after the date and hour specified will be rejected and returned unopened to the firm.
The City reserves the right to postpone the date and time for opening proposals through an addendum.
SOQs may be withdrawn prior to the above scheduled time set for closing of RFQs. No SOQ may be
withdrawn for a period of ninety (90) days after the time and submission of said proposal. A respondent
may modify or withdraw the SOQ at any time prior to the submission deadline by a written request, signed
by the same person who signed the original proposal. Failure to manually sign SOQ will disqualify it.
NON-COLLUSION: By signed submission, firms certify that their proposal is not the result of, or
affected by, any unlawful act of collusion with any other person or company engaged in the same line of
business or commerce, or any other fraudulent act punishable under Texas or United States Law.
DISCLOSURE OF CONFLICTS OF INTEREST: Chapter 176 of the Texas Local Government Code
requires entities seeking to contract and/or contracting with local government entities, such as cities, for
the sale of goods or services, and their agents, to complete, sign and file a Disclosure of Interests form. If
the Firm has a business relationship with the City or with a City Official, the name of the City contact or
City Official must be disclosed on the enclosed form. If the Firm or a principal of the Firm has no business
relationship with the City or a City Official, write/type in "none in the form and write/type in the name of
the Firm and person acting for the Firm and sign the Form. A blank Disclosure of Interests Form is
enclosed and should be completed, signed and submitted with your proposal. If you are not sure how to
fill in the form, contact your attorney for advice.
NON-DISCRIMINATION: By signed submission, firms certify they will not discriminate against any
employee or applicant because of race, color, religion, sex, handicap, familial status, national origin,

sexual orientation or gender identity in employment or the provision of services for the duration of the
Contract. Further, the City prohibits retaliation against a person who files a complaint of discrimination,
participates in an Office of Federal Contract Compliance Programs (OFCCP) proceeding, or otherwise
opposes discrimination under Federal law.
DEBARRED/SUSPENDED: Firms that are debarred, suspended or otherwise excluded from or
ineligible for participation on federal assistance programs may not undertake any activity in part or in full
under this project.
PROOF OF FINANCIAL AND BUSINESS CAPABILITY: Firms must, upon request, furnish
satisfactory evidence of their ability to furnish products or services in accordance with the terms and
conditions of these specifications.
FIRM DEFAULT: The City of Mansfield reserves the right, in case of firm default, to procure the articles
of services for other sources and hold the defaulting firm responsible for any excess costs occasioned
thereby.
CANCELLATION OF PROCUREMENT: The City of Mansfield reserves the right to cancel the
procurement, at any time for any reason before the Contract is fully executed and approved on behalf of
the City.
AVAILABILITY OF FUNDS / NON-APPROPRIATION: This procurement is subject to the
availability of funding. The City's obligation hereunder is contingent upon the availability of appropriated
funds from which payment for the Contract purposes can be made. No legal liability on the part of the
City for any payment shall arise until funds are made available to the Contracting Officer for this Contract
and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting
Officer. Any award of Contract hereunder will be conditioned upon said availability of funds for the
Contract. In the event sufficient appropriation, grants, and monies are not made available to City to pay
these services for any fiscal year, this Agreement shall terminate without further obligation of City. In
such event, the City Manager of City shall certify to contractor that sufficient funds have not been made
available to City to meet the obligations of this Agreement; such certification shall be conclusive upon
parties.
ACH PAYMENTS: If awarded, Contractor shall submit to the City its ACH information within ten
(10) days of the notice of award of the contract. City payments shall only be paid via ACH.
REFERENCES: Each submission will be required to provide a minimum of five (3) verifiable references
in which the proposer has provided similar services. List the references on form attached.
AWARD OF RFQ: The City is soliciting responsible firms and/or individuals who have established
knowledge and expertise in the Scope of Work requested in this RFQ. Each SOQ will be reviewed to
determine if the proposal is responsive to the Content and Submittal Requirements outlined herein. A
responsive proposal is one that follows the requirements of this RFQ, includes all documentation, is
submitted in the format outlined, is submitted on time and has the appropriate signatures as required.
Failure to comply with these requirements may result in the proposal being considered non-responsive.
BASIS OF AWARD:

The City of Mansfield reserves the right to award this RFQ to the most qualified Respondent or, if in the
City's best interest, to multiple Respondents to establish a pool of qualified firms for future task orders or
project assignments. Selection shall be based on demonstrated competence and qualifications in
accordance with Texas Government Code Chapter 2254, where applicable. If multiple awards are made,
the City may assign work at its sole discretion based on project scope, availability, expertise, and the best
interest of the City. The City further reserves the right to reject any or all submittals, waive informalities,
or re-advertise the RFQ.
TEXAS OPEN RECORDS ACT AND CONFIDENTIALITY: All materials submitted to the City of
Mansfield pursuant to this Request for Proposals become subject to the mandates of the Texas Open
Records Act, Government Code, Chapter 552, Subchapter A, 552.009; Subchapter D, 552.205; and
Subchapter F, 552.261 through 552.274. The purpose of this Act is to ensure and facilitate the public's
right of access to and review of government records so they may efficiently and intelligently exercise their
inherent political power. Almost all "records," as that term is defined in the Act, may be disclosed to the
public upon request. Except where specific state or federal statues create a confidential privilege, persons
who submit information to public bodies have no right to keep this information from public access or
reasonable expectation that this information will be kept from public access. If you believe that any of
the information you have submitted to the City pursuant to this Request for Proposals is confidential
under a specific state or federal statute and therefore not subject to the public access, you must comply
with the following: (A) Place said documents/records in a separate envelope marked "Confidential" DO
NOT label your entire response to the Request for Proposals as "Confidential" - label only those portions
of the response that you feel are made confidential by state or federal law as "Confidential." If only a
portion of a document is confidential, please identify specifically the portions of the document you are
claiming are confidential. Under the State of Texas Open Records Act, the City is obligated to produce
documents for public inspection even if the documents contain a portion which is confidential but can
redact the confidential parts. (B) For each such document for which you are claiming a confidential
privilege, identify the federal and/or state law that creates said privilege, e.g., for trade secrets. Should an
Open Records request be presented to the City requesting information you have identified as
"Confidential," you will be responsible for defending your position in the Court where the proceeding is
filed, if needed. Failure to identify any records submitted as part of your Proposal as "Confidential"
by placing them in the "Confidential" envelope AND failure to identify the specific state or federal
law creating said privilege constitutes the firm's affirmation that said records are not confidential
and are subject to public access.

SCOPE OF WORK

Project Description:
The City of Mansfield (the "City") seeks professional services to support Major Corridors Urban
Design Plan RFQ - 2026-45-20-01. The selected firm will be expected to provide services in accordance
with the requirements of this RFQ and applicable laws, regulations, and standards.
General Scope of Services:
The City of Mansfield seeks qualified consulting teams to prepare a Mansfield Major Corridors Urban
Design Plan that establishes a unified, implementable design system for the City's primary roadway
corridors.
This effort is not a transportation or land use planning study. The City has established guidance
through its Master Thoroughfare Plan and other policy documents. Instead, this project is focused on
urban design, placemaking, and visual identity.
The intent is to create a centralized urban design palette and implementation playbook that will guide:
* Capital improvement projects
* Streetscape and corridor enhancements
* Gateway and identity features
* Coordination with TxDOT facilities
* Long-term community branding and identity
The final product must balance high-quality design vision with practical, buildable standards, with an
emphasis on implementation.
The Major Corridors Urban Design Plan is intended to support and implement the broader vision
established by the City's adopted plans and policy documents, including Mansfield 2040 Future Land Use
Plan, the Parks, Recreation & Open Space Master Plan, the Active Transportation and Safety Plan, and
related corridor, mobility, and capital improvement initiatives. The Plan will incorporate and build upon
the 2025 Dunaway Primary Corridor Median and Parkway Design Guideline and is not intended to replace
or duplicate that work.
The City's goal is to develop a practical, implementation-ready urban design framework that emphasizes
durability, long-term maintainability, scalability, and consistency across future corridor improvements
and capital projects. The final document should function as a comprehensive and implementation-oriented
urban design guide that aligns with the City's long-term planning framework.
Project Objectives:
The selected consultant will:
1. Develop a cohesive urban design framework for major corridors
2. Establish a citywide identity with opportunities for district or corridor-level variation

3. Create a kit-of-parts design system for streetscape and public realm elements
4. Provide site-specific and corridor-specific recommendations for key locations
5. Deliver implementation-ready guidance suitable for use by City staff and partner agencies
6. Support coordination with TxDOT for state facilities (e.g., US 287 and SH 360)
Scope of Services:
The City anticipates the Scope of Services will include, at a minimum, the following components:
1. Project Initiation & Corridor Identification
a. Collaborate with City staff to confirm corridors and focus areas. The City anticipates the study
will generally focus on thoroughfares designated on the 2023 Master Thoroughfare Plan as
Freeway, Principal Arterial, Major Arterial, and Minor Arterial. The final list and study limits will
be refined in coordination with City staff during project initiation.
b. Review and incorporate relevant adopted City plans, policies, and design standards into the
development of the Urban Design Plan
c. Establish project goals, schedule, and engagement approach
2. Existing Conditions & Urban Design Audit
a. Evaluate existing conditions along major corridors, including:
1. Streetscape elements
2. Landscaping and medians
3. Gateway features
4. Wayfinding and signage systems
5. Existing sign clutter and sign redundancy
b. Assess strengths, gaps, and inconsistencies
c. Provide a targeted critique of existing elements and opportunities for refinement and integration
d. Assess durability/performance of existing corridor materials and operational and maintenance
challenges
3. Urban Design Framework & Identity System
a. Establish a citywide urban design identity for major corridors
b. Define a limited set of corridor or district themes, where appropriate
c. Clearly identify:
1. Elements requiring consistency across the city
2. Elements that may vary by corridor or district
d. Develop guiding principles for:
1. Placemaking
2. Walkability
3. Streetscape character
4. Public realm enhancements
4. Streetscape & Public Realm Design Standards
a. Develop typical streetscape sections for major corridor types

1. Medians and parkways
2. Sidewalks and pedestrian zones
3. Street trees and landscaping
4. Lighting and street furnishings
5. Aerial utility conflicts with street trees
c. Ensure compatibility with the City's Master Thoroughfare Plan
d. Provide guidance related to low-maintenance materials
e. Evaluate corridor identity opportunities associated with traffic signal infrastructure, including mast
arm design, internally illuminated street name signs, and related intersection branding elements,
where permitted by applicable standards and agencies.
5. Materials & Kit-of-Parts Design System
a. Develop a comprehensive kit-of-parts for corridor design, including:
1. Paving materials (e.g., concrete treatments, pavers)
2. Median nose treatments
3. Crosswalk designs and materials
4. Irrigation access and maintenance
5. Utility infrastructure screening
6. Street furniture
7. Lighting
8. Fencing and screening
9. Landscape palettes
b. Provide specific material recommendations and specifications, not conceptual palettes
c. Include durability and maintenance considerations
d. Consider long-term durability, maintenance, replacement cycles, irrigation demands, and seasonal
appearance in the selection and application of materials and landscape elements
e. Include design guidance for screening or integration of utility infrastructure and related streetscape
elements within corridor environments
6. Wayfinding & Signage System
a. Evaluate the City's existing wayfinding signage system, including sign types, hierarchy, and
current coverage
b. Identify gaps and opportunities for expansion and standardization, particularly in developing
areas and along major corridors
c. Develop an updated destination hierarchy and guidance for inclusion of new destinations
d. Prepare a wayfinding placement strategy, including recommended sign locations and decision-
making criteria for future expansion
e. Provide limited refinements to the existing system, as needed, to improve clarity, usability, and
minimize reliance on custom hardware/materials where possible
The intent of this task is to expand and enhance the existing wayfinding program, not to redesign
it.
7. Gateway & Corridor Identity Features

a. Evaluate the City's existing gateway features, including design character, materials, and
placement
b. Identify opportunities to enhance and expand gateway elements along major corridors and at
key entry points
c. Develop a gateway framework, including hierarchy, placement criteria, and appropriate levels of
design treatment
d. Prepare site-specific concepts for select high-priority locations, demonstrating how existing
design themes can be applied and adapted
e. Provide a range of design variations or enhancements that build upon the City's existing
gateway vocabulary
The intent of this task is to refine and extend the existing gateway program, not to replace it.
8. Intersection & Crosswalk Enhancements
a. Develop a menu of design treatments for intersections and crossings, including:
1. Decorative paving options
2. Enhanced crosswalk treatments
3. Pedestrian amenities
b. Establish application criteria based on context (e.g., commercial, civic, neighborhood)
9. TxDOT Corridor Coordination (US 287 & SH 360)
a. Develop conceptual design approaches for state corridors, including:
1. Gateway features
2. Bridge and underpass treatments
3. Corridor identity elements
4. Opportunities for aesthetic enhancements to bridge structures, including color treatments,
railing concepts, bridge fascia treatments, lighting, and location-specific identity elements,
subject to TxDOT requirements.
b. Identify:
1. Opportunities for integration within TxDOT standards
2. Constraints and limitations
c. Provide an implementation strategy for coordination and partnership with TxDOT
10. Consolidation of Existing Design Elements
a. Integrate existing City initiatives into a unified framework, including:
1. Wayfinding systems
2. Gateway features
3. Landscaping palettes
b. Refine and enhance existing elements as needed
c. Avoid unnecessary duplication or replacement where effective systems already exist
11. Implementation Strategy & Governance

12. Public & Stakeholder Engagement
a. Design and execute a targeted public engagement strategy, which may include:
1. Stakeholder meetings
2. Workshops or open houses
3. Online engagement tools
b. Engagement scope may be refined in coordination with City staff
13. Graphics, Visualization & Document Design
a. Prepare a high-quality, graphically rich final document, including:
1. Diagrams and design standards
2. Kit-of-parts illustrations
3. Limited before/after visualizations
b. Emphasis should be on clarity, usability, and long-term application
Deliverables:
Deliverables shall include draft reports and interim findings, stakeholder engagement summaries
(including meeting notes and survey results), and presentations to City staff and elected officials, as
applicable. All deliverables shall be provided in both digital (searchable PDF and editable format) and
hard copy, including but not limited to the following:
1. Urban Design Plan document (digital and print-ready)
2. Design standards and kit-of-parts catalog
3. Wayfinding and signage framework (focused on expansion and placement)
4. Gateway framework and site-specific concepts
5. Implementation and phasing strategy
6. Supporting graphics and diagrams suitable for ongoing City use
Project Phasing:
The City anticipates a multi-phase approach aligned with available funding:
* Phase 1 (FY26): Existing conditions, visioning, and preliminary framework
* Phase 2 (FY27): Detailed design standards, implementation strategy, and final document
