West End Park Project Addendum 1

INVITATION TO BID
A Sealed bid for the:
WEST END PARK IMPROVEMENTS
will be received at the following address:
742 BAY ROAD, TOWN OF QUEENSBURY, NY 12804
until 1:00 PM local time on Monday, August 24th, 2026, and then at said office publicly
opened and read aloud.
The Project generally consists of the following work:
* Play area improvements consisting of a new poured-in-place safety surfacing and
appropriate sub-base, a 4' tall black chain link fence with two (2) gates, asphalt
walkway, 20' x 32' concrete pad (pavilion provided by others), 14' x 20' concrete pad
(portable bathroom area). Project has 3 alternate bids for asphalt pathway, sport
court resurfacing and play area expansion with new equipment.
This work will be awarded as one (1) single prime contract.
The Bid will be received on a lump sum basis with alternates, if included on the Bid Form.
Work shall be substantially completed by October 30th, 2026, from the issuance of the
Notice to Proceed. Final restoration shall be completed and the project ready for final
inspection by November 13th, 2026. Final payment shall be issued by December 8th,
2026.
The Bid should not include sales and compensating use taxes on materials incorporated
into the work.
If the Bid is actually received by mail or by hand after the appointed time on the date
specified it shall be rejected, notwithstanding that such Bid may have been placed in a
mail box or other mail receptacle regularly maintained by the United States Postal
Service before such time, and ordinarily in sufficient time to have been delivered on
time.
Bid security in the amount of 5% of the Bid must accompany the Bid in accordance
with the Instruction to Bidders.
The successful Bidder will be required to furnish a performance bond and a payment
bond, each in an amount equal to 100% of the contract price.

Bidders will also be required to furnish a Non-Collusive Affidavit.

The bidding and contract documents for this Project will be available as electronic files
in pdf format on USB only. Electronic file cCopies of the documents may be obtained from
LaBella Associates transmitted by email at no charge. If contract documents are requested Formatted: Strikethrough
to be mailed, a $25.00, non-refundable payment must be provided to cover shipping and
handling. Mail orders must include a cover letter specifically indicating which bid
documents are being requested. Checks for the Contract Documents shall be made
payable to "LaBella Associates, DPC."
Note that only bidders who request sets from and are registered with LaBella Associates,
DPC will receive notification of Addenda.
This project is publicly funded. The Bidders must comply with New York State
Department of Labor Prevailing Wage Rate Schedule and conditions of employment.
Bidders must complete a Certificate of Compliance with the Iran Divestment Act
Attention of Bidders is particularly called to the requirements for ensuring that
employees and applicants for employment are not discriminated against because of
their race, color, religion, sex or national origin.
THE TOWN OF QUEENSBURY, as Owner, reserves the right to waive any informalities or
irregularities in the Bid received, or to reject any Bid without explanation.
