Foundations for the Future Charter Academy Charter School Society
FFCA is publicly posting this opportunity as part of the group benefits program for the Southern Alberta Charter School Board (SACSB) consortium. This RFP is being run by HUB International Canada West ULC to seek proposals to to underwrite and administer the program.
About the Group
The SACSB operates tuition-free public charter schools that provide choice in education. Charter schools were legally established in Alberta in 1994, making Alberta the first Canadian province to introduce this model. The SACSB consortium currently consists of ten schools in Southern Alberta, seven of which are located in Calgary. School sizes range from approximately 12 to 344 employees, with a combined total of approximately 826 employees. The group has been insured with their current carrier since 2010, and this is their first marketing exercise since 2019. We are not able to include occupations in the census data, so please assume 70% of employees are teaching staff and the remainder are non-teaching, admin and other staff.
Key Consideration
Rate stability is the group's top priority. Preferential consideration will be given to insurers willing to guarantee all rates and fees for a minimum period of 28 months.
Disability Benefits
Prior to the COVID-19 pandemic, the group's long-term disability experience was below industry norms for the education sector, supported by a rate of $1.656 for the non-taxable LTD plan. As with many employers, the pandemic and aftermath brought a significant increase in LTD claims. Encouragingly, experience has improved considerably over the past year, with no new claims and several existing claims resolved. Additionally, all schools maintain insured short-term disability benefits, ensuring that claims management begins no later than 7 days from the date of disability.
