The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis to BAE Systems (CAGE 80249) for the design, development and fabrication of E-2D Advanced Hawkeye (AHE) Identification Friend or Foe (IFF) Operational Test Program Sets (OTPS) along with Specialized Test Equipment (STE), Specialized Repair Equipment (SRE) and supporting logistical data to include a Level III Technical Drawing Package (TDP) and repair procedures.
BAE Systems is the is the original designer, developer and manufacturer of the E-2D AHE AN/APX-122A Interrogator System and is the only source with the requisite system knowledge, experience and technical expertise to fulfill this requirement.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
