The City of Calgary (“the City”), on behalf of the Calgary Police Service (“CPS”), is seeking a qualified Supplier to provide an online crime reporting software solution that aligns with current industry best practices in Canada and the United States. The solution must be actively supported and updated, and incorporate modern standards for security, usability, and functionality throughout the term of the contract.
The proposed solution should provide an intuitive, user-friendly public portal that enables community members to easily report incidents such as property damage, lost or stolen items, crimes against persons, and other intelligence related matters. It must also support CPS community engagement objectives, organizational goals, and reporting requirements, while enabling configurable language, guidance text, and user facing content to support trauma informed, non-judgmental reporting experiences.
Solutions may be offered as either on premises or cloud based. The software should enhance data driven decision making and operational efficiency, ultimately improving investigative capabilities and resource allocation. Custom built software solutions will not be considered at this time. The scope of work will be delivered in three (3) phases:
• Phase 1 – Proof of Concept
• Phase 2 – Implementation and organizational rollout of the software solution
• Phase 3 – Ongoing maintenance and support of the software solution
When applicable, The City may also purchase associated software upgrades and features that will work seamlessly with the proposed software solution. It is The City’s expectation that the successful Proponent will collaborate with CPS to ensure the proposed software solution meets all operational needs. The City aims to establish mutually beneficial support and communication between parties to ensure that any issues impacting CPS operations are addressed efficiently.
