Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Eye4Media, Inc. for a three (3) year period at a total cost of $224,352.00, for ongoing and as-needed multimedia production services for the 13th Judicial Circuit Court. These services include filming, editing, script development, and talent coordination, which supports the agency’s initiatives and communication needs. This procurement is being made in accordance with Section 3-208(30) of the County’s Procurement Policy as Eye4Media, Inc. possesses the specialized expertise, knowledge, and extensive experienced required to meet the 13th Judicial Circuits’ unique multimedia production needs. Eye4Media has provided multimedia services to the agency for over 14 years, including filming, editing and script development tailored to judicial initiatives. Their familiarity with the agency’s processes, policies, and protocols ensures high-quality, customized media solutions enhancing efficiency and effectiveness, and to not disrupt court operations. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
