CLIN 0001 Trace Gas Impurities Chromatography System 1 Unit
The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. This NAICS code has a small business size standard of 1,000 employees.
The Aerospace Fuels Laboratory at Vandenberg Space Force Base (AFPET/PTPLE) has a requirement for one Trace Gas Impurities Chromatography System to perform quantification of trace permanent gas impurities in Propellant-Grade Nitrogen, Helium, and Hydrogen. This GC system will be used to satisfy specification testing requirements for MIL-PRF-27401H (Nitrogen), MIL-PRF-27407E (Helium) and MIL-PRF-27201 (Hydrogen). This instrument will be used to perform specification testing on gases for quality assessment and monitoring of DoD/DLA product, as well as propellant pressurizing gases for use in space launch activity.
The United States Air Force has determined Custom Solutions Group LLC is the only known vendor that can build & provide an instrument that can detect and measure trace hydrogen, neon, argon, oxygen, helium and nitrogen that may be present in three separate gas products: high purity helium, high purity nitrogen and high purity hydrogen. The Custom Solutions Group system build accomplishes analysis in a single sample introduction & test event and meet the following salient characteristics: Instrument shall be fully compliant and provide test results in accordance with standard test method(s) described in MIL-PRF-27407E Propellant Pressurizing Agent Helium, MIL-PRF-27401H Propellant Pressurizing Agent Nitrogen and MIL-PRF-27201E Propellant Pressurizing Agent Hydrogen. Instrument shall be capable of quantifying trace Hydrogen, Argon, Oxygen, Neon and Nitrogen in bulk Helium gas IAW para 4.4.2 of MIL-PRF-27407E.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 3 April 2026 @ 1:00PM EST will be considered by the Government. This notice is not a request for competitive proposals/quotes.
