This Request for Bids is being made by the Jackson County Department of Transportation. All
references contained herein to “county” shall be construed to mean Jackson County. This
Request, together with all pages, documents, and attachments contained herein or
subsequently added or made a part hereof, submitted as a fully and properly executed bid, shall
constitute a contract with Jackson County, subject to the limitations set forth herein and any
specific quantities that Jackson County may commit to herein and the successful and most
responsible bidder, as determined by Jackson County.

consideration for all interested vendors. The County prohibits communications to or with any
other employee at the departmental level during the submission and evaluation period.

Section 1.0 SPECIFICATIONS AND SCOPE OF WORK
1.1 INTRODUCTION TO SPECIFICATIONS
Jackson County Department of Transportation (JCDOT) is seeking bids for overband
crack sealing and a separate line item for applying Mastic pavement repair as a test on
dedicated roads. The length of the proposed contract shall be for a two year period with
a one year extension possible, if mutually agreed by both parties. Bid prices shall remain
firm for the course of this contract. The budget for this project is $250,000.00 per year.
Contractor will follow attached list of roads (Attachment E) until yearly budget is
depleted. We will continue on the list of roads (Attachment E) the second year of the
contract. JCDOT has the rights to add or remove roads from (Attachment E) whenever
it’s in their best interest. The most responsive bid shall include the following
specifications and requirements:
1.2 SPECIFICATIONS
This work consists of furnishing all labor, equipment, and materials necessary for application of
joint and crack sealant. All surface preparation and crack sealing shall be done in accordance
with the latest MDOT Specifications and the following requirements. The Jackson County
Department of Transportation (JCDOT), will provide a list of roads with precedence to the
contractor prior to commencing work. All work will be coordinated through a representative of
the road agency. These specifications are to be considered as a minimum to be used. Any other
types of materials used, temperature changes or application must meet or exceed the listed
specifications and requirements
1.2.1 REQUIREMENTS
a) All joints and cracks will be waterproofed using the D-3405 Parking Lot Sealer or
equivalent to sealant. The material shall be extruded under high temperature (370 to 390
degrees F) and directly applied into and over the joints and cracks.
b) Preparation of Surface - The surface shall be thoroughly clean and dry when the
sealant/membrane is applied. Cleaning of cracks will be with minimum 100 PSI
compressed air and hand tools as necessary to remove dust, dirt, moisture, vegetation
and foreign materials that would prevent bonding of the material. Cleaning work is to be
done concurrently with the application process. Air compressors shall be portable and
capable of furnishing not less than 100 PSI air pressure at the nozzle. The compressor
shall be equipped with traps that will maintain the compressed air free of oil and water.
c) The materials shall be blended in an oil jack doubled wall kettle equipped with an
agitator (reversing rotary auger action) and separate thermometers for the oil bath and
the blending vat. A 2-inch recirculation pump is required to provide circulation of the
materials when not applying the crack sealant. The unit shall be capable of mixing 2,000
pound minimum batches of material. When using field mixed material, add the polyester
fibers to the polymer modified asphalt cement and thoroughly mix in the kettle. Do not
exceed 400 degrees in the field mix or prepackaged materials. Apply the material by
either a wand followed by a "V" or "U" or a “BOX” shaped squeegee or a round head

having a concave underside. Apply 4 inches wide for a standard coverage and not to
exceed a maximum of 6 inches to provide complete and uniformed coverage over multi-
crack areas. Apply sealant at a thickness necessary for a neat job and that prevents
excess material from being applied.
d) No material shall be applied unless the ambient air temperature is 50 degrees and rising.
No material shall be applied while the surface is wet.
e) Traffic shall be kept off the newly placed sealant until it has cooled and set enough to
prevent tracking by vehicle tires and/or pullout of the sealant.
f) The completion date for all proposed projects is October 15th, of each year. A pre-
construction meeting will be conducted before work begins. The contractor will provide
the agency with the name and telephone number of its employee in charge. The
successful bidder, as part of the project award, shall be required to execute, and abide
by, the terms and conditions of this contract. All work will be coordinated through
representative of the agency. All work will be done in a workmanlike manner and is
subject to inspection by the road agency. The job will be left in a condition acceptable to
the road agency.
g) Successful bidder shall provide the agency with a "Daily Sheet" for documenting
information referencing the job.
h) All signing and barricades required shall be the responsibility of the contractor and shall
conform to the requirements for construction signing in the latest version of the Michigan
Uniform of Traffic Control Devices. The contractor will maintain local traffic flow at all
times.
i) Overbanding may be performed on State Trunklines.
1.2.2 MODIFICATION TO WORK:
a) Jackson County or its designated representative reserves the right to modify this service
during the course of this agreement. Such modification may include changing the
locations to be serviced, additional locations to be serviced, method or manner of
performance of the work, number of day’s service to be performed, addition or deletion
of tasks to be performed, and/or any other modifications deemed necessary by Jackson
County. Changes to proposed pricing by the Contractor resulting from the proposed
changes are subject to acceptance by Jackson County. Modifications to work
assignment may be to increase or decrease projects.
1.3 PRICE
Pricing as submitted by bidders on Attachment D shall be for the duration of the agreement.

Section 2.0 BIDDER INFORMATION AND ACCEPTANCE
1. The undersigned declares that the Bid Documents, including, without limitation, any RFB
Addenda and Exhibits have been read.
2. The undersigned is authorized, offers, and agrees to furnish the articles and/or services
specified in accordance with the Specifications, Terms & Conditions of the Bid Documents
of RFB #189 Overband Crack Sealing.
3. The undersigned has reviewed the Bid Documents and fully understands the requirements
in this Bid including, but not limited to, the requirements under the County Provisions, and
that each Bidder who is awarded a contract shall be, in fact, a prime Contractor, not a
subcontractor, to County, and agrees that its Bid, if accepted by County, will be the basis for
the Bidder to enter into a contract with County in accordance with the intent of the Bid
Documents.
4. The undersigned acknowledges receipt and acceptance of all addenda.
5. If selected for award, the following certifications will be required before work commences:
Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion
Certification Regarding Nondiscrimination Under Federally and State Assisted Programs
Assurance Regarding Access to Records and Financial Statements
Iran Economic Sanctions Act
6. The undersigned acknowledges that Bidder will be in good standing in the State of
Michigan, with all the necessary licenses, permits, certifications, approvals, and
authorizations necessary to perform all obligations in connection with this RFB and
associated Bid Documents.
7. It is the responsibility of each bidder to be familiar with all of the specifications, terms and
conditions and, if applicable, the site condition. By the submission of a Bid, the Bidder
certifies that if awarded a contract they will make no claim against the County based upon
ignorance of conditions or misunderstanding of the specifications.
8. Patent indemnity: Vendors who do business with the County shall hold the County of
Jackson, its officers, agents and employees, harmless from liability of a nature or kind,
including cost and expenses, for infringement or use of any patent, copyright or other
proprietary right, secret process, patented or unpatented invention, article or appliance
furnished or used in connection with the contract or purchase order.
9. Insurance certificates are not required at the time of submission. However, if awarded, the
Contractor agrees to meet the minimum insurance requirements posted in the terms and
conditions. This documentation must be provided to the County, prior to award, and shall
include an insurance certificate and additional insured certificate, naming the County of
Jackson, which meets the minimum insurance requirements, as stated in the terms and
conditions.
