B.2 SCOPE OF WORK

DriveSafety DS-250W-S Clinical Driving Simulator w/ 5 Monitor Set OR EQUAL

Though behind the wheel evaluations remain the gold standard for driver rehab specialists, this drive simulator provides therapists the ability to evaluate a patient s ability to operate a vehicle in an environment that will not potentially compromise the safety of the patient, therapists, and public. In addition, specific scenarios may be set-up to evaluate the patient s ability to perceive and address a variety of road conditions and hazards (basic to highly complex).

DRIVING SIMULATOR must have the following characteristics:
Separable seat and center console module for wheelchair accessibility
Partial cab based on a Ford Focus sedan
Ambulatory, wheelchair transfer and full wheelchair patient access
Separable seat module for wheelchair accessibility
Motorized height adjustment accommodating any wheelchair height
Sharp, high-resolution (retina-limited) visual displays and 110-degree field of view
Real-time rear and side view wide-angle mirrors
Highly adjustable car seats to accommodate patients of varying height and weight
Dash and center console
Tilt steering wheel with dynamic electric torque feedback
Live instrument cluster
Standard automotive driver controls including accelerator and brake pedals, steering, gear selection, ignition, turn signals and headlights
Fully functional automotive stereo with radio/CD and MP3 player input
High-quality sound system
Free-standing tower fan for driver comfort
Runtime simulation software, system computers, printer and accessories
Wireless tablet-based interface for greater ease of use
Must include five (5) of 65 inch or bigger screens
Each display must have 65 inch or bigger screen size, UHD or higher/better resolution, and 60Hz or higher frequency. The dimensions of each display must meet or exceed the following:
Width:Â 56.8 inches or longer
Height: 32.7 inches or longer
Depth:Â 0.4 inches or thinner
Final setup of display(s) must follow the layout of Figure 1 or equivalent and provide 70 Degree of temporal range on either side with a total range of 140 degrees:

Includes shipping, installation, half day onsite training and 1 year of support

SOFTWARE must have the following characteristics:
Comprised of the following subsystems, Core Software, deterministic main real-time executive, handling subsystem coordination and data communications.
Be able to deliver dozens of driving scenarios and interactive exercises for clients. The library must be comprised of clinician inspired activities organized in progressive phases.

Neuromuscular reeducation of movement, coordination and proprioception
Must have dynamic activities to help evaluate and improve functional performance in critical areas for drivers. This product will be used for every patient to screen, test and assess their needs.

MUST HAVE PRE-DRIVING, CLINICAL EXERCISES, BASIC FUNCTIONAL ABILITIES:
Coordinated movements, regulation of physical inputs, strength and range of motion, memory, anticipation and planning
Steering Static-Simple upper-extremity strength, range of motion, control of physical inputs

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
SITE VISIT: Not applicable.

SUBMISSION OF OFFERS: Quotes shall be received no later than Wednesday, July 30, 2025, 1:00 p.m. EDT. NO EXTRA TIME WILL BE GIVEN. All quotes must be electronically sent to sam.choo@va.gov. Please reference RFQ 36C26225Q1171 in the subject line. Files should be sent in PDF format and no larger than 10MB or they will be automatically rejected by the server. Vendor shall expect a confirmation e-mail indicating offer was successfully received by the Government. The Government is not responsible for rejected e-mails that exceed the mail capacity. Telephone and fax responses shall NOT be accepted. All offerors must be registered in www.sam.gov to do business with the Government. Ensure your registration is correct, current and has not expired. Vendor must include the SAM UEI number on their quote. Also, for SDVOSB and VOSB verification, please confirm your business is registered with the U.S Small Business Administration at https://veterans.certify.sba.gov/.

SUBMISSION OF QUESTIONS: All questions must be received by Wednesday, July 23, 2025, by 1:00 pm EDT. All questions submitted for this solicitation must be electronically sent to sam.choo@va.gov with RFQ 36C26225Q1171 Question in the subject line. Questions received after the stated date and time may be addressed at the discretion of the Contracting Officer.

DISCUSSIONS WITH OFFERORS: The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be in the best interest of the Government. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

2. Quote Submission: The contractors shall email electronic portable document format(.pdf) or Microsoft Excel (.xls) format. The quote shall be valid for 60 days.

3. ***Additional Submissions: Offeror must be an authorized dealer, authorized distributor or authorized reseller for the proposed supplies at the time quotes are due. Offeror must submit, WITH ITS QUOTE, an authorization letter or other documents from the OEM demonstrating its authorized status that is dated no more than 90 days prior to the date established in this solicitation as the Submission of Offers deadline. *F.O. B is Destination, shipping cost must be included in item prices.

4. Submissions can be sent in multiple emails to avoid computer system email size limitation. Quotes submitted by any other method will not be considered. All proprietary information should be clearly marked. The use of hyperlinks in quotes is prohibited. Late quotes will not be accepted for evaluation unless determined to be in the best interest of the Government. The contractor is responsible for confirming the Government s receipt of the contractor s quote.
