The Town of Cheshire is seeking competitive bids from qualified, responsible contractors for the
Town’s project known as Mixville Park Boardwalk. Sealed bids are due by 11:00 AM on Wednesday,
July 22, 2026 at the office of Cheshire Public Works Room 213, Cheshire Town Hall, 84 South Main
Street, Cheshire, Connecticut 06410. At that time, bids will be opened in public and read aloud.
The documents comprising the Request for Bids (“ITB”) may be obtained on the Town's website,
www.cheshirect.gov under “Bids and RFPs”.
The Town intends to award a contract to the lowest qualified responsible bidder, if any. The Town
of Cheshire reserves its rights to amend or terminate this Invitation to Bid accept all or any part of
a bid, reject all bids, waive any informalities or non-material deficiencies in a bid, and award the bid
to the bidder that, in the Town's sole discretion and judgment, will be in the Town's best interests.
This Project is being funded, in whole or in part, by funds granted to the Town from the State of
Connecticut Department of Economic and Community Development (“DECD”) pursuant to the Small
Town Economic Assistance Program (“STEAP”); all program requirements shall be complied with by
the contractor to whom a contract is awarded, including the DECD’s Bidding, Contracting &
Procurement for Construction Guidelines (March 2026 edition).

The Town of Cheshire is seeking bids from qualified and responsible contractors for performing work
associated with the installation of a wooden boardwalk within the limits of Mixville park to complete
connectivity of a walking loop throughout the park to existing sections of concrete sidewalk. Work
includes, but not limited to, all labor, materials, equipment, tools and other items required to fully
perform the erosion control, site grading, boardwalk installation, and restoration of disturbed areas.
Lowest responsible and qualified bidder means the bidder whose bid is the lowest of those
responsive bidders possessing the skill, ability and integrity necessary to faithfully perform the work
based on objective criteria considering past performance and information.
The Project is being funded, in whole or in part, by a grant to the Town from the State of Connecticut
pursuant to the Small Town Economic Assistance Program (“STEAP”). All program requirements are
incorporated into this Invitation to Bid; the contractor to whom a contract is awarded by the Town
shall comply, in all respects, with the requirements of STEAP. Bidders are directed to familiarize
themselves with the STEAP requirements. All STEAP-funded projects are subject to applicable
federal, state, and local laws, ordinances, regulations. Certain projects, if funded with a STEAP grant,
may be subject to additional reviews, evaluations, permits, approvals, and/or certifications,
including but not limited to: Commission on Human Rights and Opportunities (CHRO), Connecticut
Environmental Policy Act (CEPA), Flood Management Certification (FMC); State Historic and
Preservation Office (SHPO) review and determination; and/or Municipal Plan of Conservation and
Development (POCD) provisions with regard to eligibility for discretionary state funding.
One (1) original, one (1) copy, and one (1) electronic copy (on USB drive) of sealed bids must be
received in the Cheshire Town Hall, Room 213 (Department of Public Works and Engineering), 84
South Main Street, Cheshire, CT 06410 by the date and time noted above. The Town of Cheshire
(the “Town”) will not accept submissions by e-mail or fax. The Town will reject bids received after
the date and time noted above.
The documents comprising the Invitation to Bid (“ITB”) may be obtained on the Town's website,
www.cheshirect.org under “Bids and RFPs”. Each bidder is responsible for checking the Town’s
website to determine if the Town has issued any addenda and, if so, to complete its bid in
accordance with the ITB as modified by the addenda.
Bids must be held firm and cannot be withdrawn for sixty (60) calendar days after the opening date.

The Town reserves the right to amend or terminate this Invitation to Bid, accept all or any part of a

Consideration will be given to such matters as contractor responsibility, qualifications, compliance
with laws, record of past performance, and financial and technical resources.
