Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be set-aside 100% for Small Businesses. The solicitation number is W912PM25QA002 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $28.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.

Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools, and incidentals necessary to perform soil boring, drilling log development, and other services as specified herein. The proposed CPT soundings are located within Disposal Area (DA) 64, located 2100-feet North of Huggins Island, Swansboro, NC and at the intersection of the White Oak River and Intracoastal Waterway. The disposal area covers nearly 18 acres, with targeted sounding locations shown in Figure 1. Results from drilling performed under this SOW will be evaluated by the Wilmington District of the U.S. Army Corps of Engineers (USACE) to perform a slope stability analysis for the potential dike raise.





An organized site visit has been scheduled for 03 March 2025 at 0900 ET.





Participants will meet at the boat ramp: 144 Cedar Point Blvd, Cedar Point, NC 28584. Any interested vendor will have to meet the Government at the boat dock and follow the Government in their own vessel out to the site, per the Government’s safety regulations only USACE personnel can be on USACE vessels.

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced offer that is technically acceptable. See solicitation provision 52.212-2.





Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to rosalind.m.shoemaker@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
