Description:

The Village of Westmont is seeking qualified persons, firms, partnerships, corporations, associations, or professional organizations to provide comprehensive Construction Management At Risk (“CMAR”) services for the construction of a new Village Fire Station Headquarters 183. The CMAR services include pre-construction services, construction services, and development of a guaranteed maximum price (“GMP”) proposal.

The Village is seeking CMAR services in connection with the construction of a new Village Fire Station Headquarters 183 located at 6015 S. Cass Avenue, Westmont, Illinois. This new Fire Station Headquarters 183 will replace the existing Village Fire Station Headquarters 183 at the same location, which will be demolished. The new Village Fire Station Headquarters 183 will consist of a new 30,000 square foot building. It will include 5 drive-thru apparatus bays, administrative offices, sleeping and living quarters, turnout gear storage room, decontamination room, tool storage room, public and private bathrooms, a training room, and traditional support spaces associated with fire stations. The proposed start date for construction is Spring/Summer 2026. The Village has preliminarily estimated that the complete cost of construction for the Project is approximately $25,000,000.

Qualifications:
**Firms responding to this RFQ will be evaluated by the Village Selection Committee based on the following criteria:
Experience working on fire stations.
Experience working for municipal governments.
Firm’s overall qualifications with similar-sized Projects and scope of work.
Project team’s experience, qualifications and reputation.
Fees.
Experience providing CMAR services in general and during design.
Performance of previous contracts.
Safety records, including OSHA citations.
Abilities, staffing and skills.
Accuracy of budget and timely completion without delays and/or interference.
Compliance with Federal, State, and local construction codes and ordinances.
References.
Bonding capabilities, insurance capabilities, and financial resources.
Overall quality of Firm’s Proposal to the RFQ.
Oral presentation.
Response to interview questions.
Any other information deemed relevant by the Village to determine the most qualified Firm.
**A Firm may be disqualified for several reasons, including but not limited to the following:
Late submittal.
Poor financial standing.
Bad references.
Non-compliance with the requested information.
Incomplete submission and not signed or notarized.
Reasonable grounds or belief that falsification of sworn statements has been made.
