The Specialized TelecommunicationsAssistance Program (STAP) is a voucher program for disabled clients who are Texas residents, allowing those clients to purchase specialized devices to access the telephone networks. Clients approved by STAP receive a voucher, exchange the voucher for the equipment needed with a STAP Vendor.
