Field Verification and Reporting of Public and Private Service Lines

The County of DeKalb, GA (the "County"), is soliciting sealed Bids for Field Verification and Reporting of Public and Private Service Lines . Bids are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Monday, June 1, 2026 . Late Bids will not be accepted.

Project work includes meter pit inspection services for up to an estimated maximum quantity of 10,000 addresses, on a per-address basis, to identify and record the material of both the public (utility-owned) and private (customer-owned) service lines.

The Contractor shall provide m eter pit inspection services to identify and record the material of both the pub li c (uti li ty-owned) and private (customer-owned) service li nes. T he Contractor is to determ ine the service li ne mat eria l entering and leaving the meter pit as far away from the connection to the meter as possible for all meters serving each address provided . The actual number of inspections required will be determined by the County’s service li ne inventory model and may be less than the maximum estimated quantity. The County does not guarantee any minimum quantity of inspections. Payment shall be made only for completed and accepted inspections actually performed , as part of DeKalb County Department of Watershed Management’s (DWM’s) service li ne material inventory efforts .
