General Bid Information

Montrose County is accepting sealed bids from qualified manufacturers for a precast reinforced

concrete box culvert. The box culvert will used for a culvert replacement project on 6000 Road,

located approximately 14 miles northwest of Montrose, Colorado.

Bidder Instructions

Submitted bids must be enclosed in a sealed opaque envelope marked “Precast Reinforced Box

Concrete Culvert C-1757 Bid” with the name of the bidder and delivered to Montrose County

Public Works, Attn: Brandon Wallace, 63160 LaSalle Rd, Montrose, CO 81401, no later than 2:00

p.m. local time, July 21, 2026. The bids will be opened immediately thereafter and read aloud.

Bids received after the time due will not be considered and will be returned to the bidder unopened.

Bids are to be submitted on the Bid Forms included within the bid package. Bidder must provide

the Unit Bid Price, Extended Bid Price and Total Bid Price on the Bid Schedule Form. In case of

discrepancy on the Bid Schedule Form, the Unit Bid Price governs.

Any bid questions must be received by 2 p.m. local time, July 14, 2026.

Any modifications to the Invitation to Bid package will be an Addendum and posted to the County

website by 2 p.m. July 15, 2026 and distributed to all known bidders. It is the responsibility of the

bidder to verify if an addendum has been issued. Bidder shall acknowledge Addenda in the Bid

and Addenda Acknowledgment section of the Bid Form.

General Conditions

All bids shall be irrevocable for 45 days from the date of the bid opening.

The successful bidder will be issued a Purchase Order.

Payment to Contractor will be made upon delivery of the box culvert to the project site and approval

of invoice. Payment will follow normal County payment processing cycles for issuance of checks.

Awarding of Bid

Award may be made to the lowest responsive, responsible bidder meeting applicable county and

state procurement requirements. In reviewing the bids received, the County reserves the right to

reject, for any reason whatsoever, any and all bids, and to waive any informality or irregularity in

a bid. The County reserves the right to accept the bid that provides the best value to the County in

the County’s sole discretion. The County reserves the right to make a determination in the County’s

sole discretion as to the sufficiency of qualifications of any bidder. The action to award a contract

is subject to approval by the Board of County Commissioners. The submission of a bid does not

in any way commit the County to enter into an agreement or contract with that bidder.

Bidder must identify for non-disclosure purposes, any information contained within the proposal

that is proprietary in nature or protected by copyright, trademark, or other intellectual property law.

Montrose County will maintain confidentiality of such materials to the extent permitted by law,

the County is subject to the provisions of the Colorado Open Records Act (CORA), C.R.S. 24-72-

201, et seq., and cannot therefor guarantee that any materials provided will not be produced in

response to a CORA request.

It is anticipated that award of the contract will be made within two (2) weeks of the bid opening.

All bidders will be notified of the Commissioners decision. Within three weeks of award, any

required submittals will be due. A purchase order will be used for authorization to proceed.

Schedule of the Work

• The box culvert will replace Culvert C-1757 over the Loutsenhizer Arroyo. The existing

culvert is no longer structurally sound.

• The culvert replacement project is scheduled to be completed as soon as the box culvert

can be delivered and a crane is scheduled.

• The anticipated date of delivery of the box culvert shall be included on the bid.

Requirements of Successful Bidder

• Provide complete structural design including plans stamped by a Colorado Registered

Professional Engineer.

• Manufacturer’s in-house specifications controlling production of this type of structure.

• Manufacturer’s quality control / quality assurance methods and procedures.

• Manufacturer’s standard concrete testing protocol.

• Manufacturer’s standard joint detail between adjacent box segments.

• Assurance that manufacturer has sufficient trucking capacity be able to deliver all precast

components within a 48-hour period.

• Furnish a completed Form W-9 “Request for Taxpayer Identification Number and

Certification”.

Additional Terms and Scope of Services

1. Contractor shall deliver the precast concrete box culvert sections to 12780 6175 Rd.,

Montrose, CO. located approximately 4 miles northwest of Montrose, Colorado.

2. The culvert site is located on 6000 Road. The site can be accessed from State Highway 50

via Banner Road and 6000 Rd, which are County gravel roads. The site is approximately

1.5 miles east of State Highway 50.

3. A special load transport permit is required by Montrose County for loads more than 16 feet

wide, 16 feet high or 110 feet long. The cost of the County special load transport permit

will be waived by the County for this project if the delivery load exceeds the County

dimension thresholds.

4. If the delivery date stated in the bid is not met, the County may assess liquidated damages

against the Contractor in the amount of $300.00 for each calendar day beyond the stated

delivery date on the bid form.

Attachment “A” – Specifications for Precast Reinforced Concrete Box Culvert

1. Manufacturer shall provide structural design for the Precast Box Culvert in accordance with

the following criteria:

a. Traffic Loading: AASHTO HL 93

b. Dead Loading: Depth of aggregate backfill of 8 to 12 feet

c. Design Standard: ASTM C-1577-20: AASHTO - LRFD

d. Inside dimensions of the culvert shall be 12 feet wide by 12 feet high and the flow

line length shall be 56 feet.

e. Exterior dimensions (based upon wall, floor, & lid thickness) shall be determined

by structural engineer.

f. Concrete shall be Type I/II sulfate resistant Portland Cement.

g. Minimum clear cover on reinforcement shall be 1½ inches on all surfaces except

the top deck, which shall have 2 inches minimum clear cover. Concrete clear cover

on reinforcing shall not be less than ACI minimum values.

h. Epoxy coated reinforcement is not desired.

i. Design shall be stamped & signed by a Colorado Registered Professional Engineer.

2. Manufacturer shall provide #4 x 2’ 0” Dayton D-101-A female dowel bar splicers in two

rows, at 12” on-center in each row for the sidewalls and top slab of the box, similar to the

diagram below. The bottom slab shall have #5 x 2’-0” Dayton D-101-A dowels at 12 inches

on-center. Dowel bar splicers shall be placed around the entire perimeter of each end

section to develop reinforcing with the cast-in-place apron, headwall and wingwalls.

Shop drawings shall detail cast-in-place anchors for rebar extensions into the entrance and

discharge slabs and headwalls. Manufacturer shall provide matching threaded dowels for

attachment to the cast in place anchors. Dowels shall be 48 inches long.

3. Manufacturer shall determine the longitudinal dimension of individual segments of the box

culvert based on highway transport weight limit criteria.

4. Manufacturer shall test concrete during casting operations in conformance with

manufacturer’s testing protocol as provided to, and approved by, the County.

5. Manufacturer shall provide County with copies of all materials testing results generated

during the manufacturing process.

6. Manufacturer shall provide lifting and installation anchors in the precast components to

facilitate installation of the structure. The County has lifting hardware to connect with

lifting and installation anchors for use during installation.

7. County crews will cast entrance and discharge aprons. Manufacturer shall provide cast in

place threaded anchors for rebar to connect the end box segments to County cast entrance

and discharge aprons. Shop drawings shall detail cast in place anchors for rebar extensions

into the entrance and discharge slabs. Anchors shall be specified above. Manufacturer shall

provide matching threaded dowels for attachment to the cast in place anchors. Dowels shall

be 48 inches long.

8. Manufacturer shall provide joint sealing materials in conformance with the approved shop

drawings.

9. Manufacturer’s price shall include delivery of the precast box culvert segments to the job

site. Manufacturer shall provide a sufficient trucking capacity to deliver all precast

components to the site within 2 working days. Delivery shall be provided at intervals

through the course of the delivery in accordance with a schedule to be provide by the

installation foreman.

10. Precast reinforced concrete box culvert sections shall be new.
