Description

This is a notice of intent to sole source; this is not a solicitation for proposals. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. The purpose of this notice is to notify industry of the intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.). Please do not request a copy of the solicitation, as one does not exist.



The Government intends to solicit and award a sole-source contract to Amentum (previously known as Jacobs Technology Inc.), 600 William Northern Boulevard, Tullahoma, Tennessee, 37388, United States, for continued support to perform operations, maintenance, and management activities at Cheyenne Mountain Space Force Station (CMSFS) and for the Defense Red Switch Network Scope of work at Peterson Space Force Base (PSFB). The applicable NAICS is 811210 with a size standard of $34 Million. The Government intends to negotiate with only one source under the authority of 10 United States Code (USC) 3204(b)(B)(ii), as implemented by FAR 6.302-1(a)(2)(iii).



The 21st Communications Squadron (CS) Operations and Maintenance (O&M) contract will provide the 21st CS with support to perform operations, maintenance, and management activities at Cheyenne Mountain Space Force Station (CMSFS).The intended contract would consist of single year with two six month options and is intended to bridge 21 CS O&M support from the ending of NISSC II to the beginning of the anticipated competitive follow-on 21 CS BOS IT services for Peterson and Schriever SFBs.



To identify barriers to competition, the Government is requesting information from interested parties as the extent of estimated costs and time required to on ramp 21 CS O&M services from NISSC II to a Bridge follow-on effort for 21 CS O&M. The Government anticipates a transition phase which includes but not limited to actions such as Common Access Card issuance and staffing/management changes. The Government is also requesting interested parties to identify any additional costs that would be perceived by such a short period of performance.



There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, the extent of estimated costs and time required to transition the 21 CS O&M services from NISSC II to a Bridge follow-on effort for 21 CS O&M which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include verification of the Offeror's Representations and Certifications. If the offeror doesn't have a copy of this provision, go to https://www.sam.gov/ to load required information. Any response received without completing the registration may be considered noncompliant. All information furnished shall be in writing and must contain sufficient detail to all the government representative to evaluate and determine if it can meet the requirement. Responses should be emailed NLT 5:00PM MDT on 15 April 2025.
