NOI Title: Pull-Up Briefs and Pad Liners
Provincial Health Services Authority
Notice is hereby given that Provincial Health Services Authority (“PHSA”) on its own behalf and as an agent for, Fraser Health authority (“FHA”), Interior Health Authority (“IHA”), Northern Health Authority (“NHA”), Vancouver Coastal Health Authority (“VCHA”), and Vancouver Island Health Authority (“VIHA”) intends to directly award a Contract to the following supplier to provide Pull-Up Briefs and Pad Liners for a term of six months at an estimated value of $1.2M until PHSA can finalize a competitive process.

In accordance with applicable trade agreements PHSA, as agent for the FHA, IHA, NHA, VCHA, and VIHA has chosen not to proceed with a competitive process for the following reason:the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
Currently all six (6) Health Authorities utilize Abena North America Inc. tabbed briefs and pad liners. To ensure the continued supply of these essential products to all six (6) Health Authorities with stable pricing PHSA will direct award the above extension until PHSA completes a Request for Proposal (RFP) for Pull-Up Briefs and Pad Liners.
This approach will allow the health authorities to maintain the continuity of care, avoid necessary disruption, and continue meeting delivery standards while preparing for the competitive process.
