Overview

Summary

The Board of Commissioners of Charles County seeks bids from qualified contractors for construction services for Pavement Overlay and Road Maintenance to include, but not limited to:

1. Commercial pavement overlay and maintenance services: bituminous concrete surface/base, wedge and level
2. Thermoplastic pavement markings and directional arrows
3. Painted pavement markings
4. Patching with bituminous concrete
5. Milling, up to 3” deep

Pre-Bid Meeting Registration Deadline (Non-Mandatory):

May 20, 2026, 10:00am

Firms must register in advance to attend the pre-bid meeting via the County's eProcurement Portal RSVP Manager.

Pre-bid meeting will occur virtually/teleconference, unless otherwise specified. Firms that have registered timely will receive participation instructions.

If multiple attendees from your firm will be attending the meeting, please have each individual complete the eProcurement Portal RSVP Manager process.

Pre-Bid Meeting (Non-Mandatory):

May 21, 2026, 9:00am

Pre-bid meeting will occur virtually/teleconference, unless otherwise specified. Firms that register timely and via the County's eProcurement Portal RSVP Manager will receive participation instructions.

The attendance roster will be published on the County's eProcurement Portal.

Question Submission Deadline:

May 28, 2026, 8:00am

Questions shall be submitted via the eProcurement Portal Question & Answer feature prior to the due date and time specified. The County will not provide responses to questions received after the deadline. Questions shall be submitted individually prior to the deadline specified.

Bid Opening Registration Deadline (Non-Mandatory):

June 10, 2026, 12:00pm

Registration is required to attend the bid opening. Bidders interested in participating in the bid opening must register electronically via the County's eProcurement Portal RSVP Manager. Pricing will be available on the eProcurement Portal after the Bid Opening.
