BANCROFT AVENUE AND WILLIAMS STREET CROSSTOWN CORRIDORS
PROJECT
The City of San Leandro, as the implementing agency, desires to solicit qualified proposals to
develop Plan, Specifications, and Estimate (PS&E) for the Bancroft Avenue and Williams Street
Crosstown Corridors Project (“Project”) in accordance with this Request for Proposals (RFP).
Award resulting from this RFP will be a fixed contract.
I. INTRODUCTION
The City of San Leandro is seeking a consultant firm to enter into a Consulting Services
Agreement related to developing Final Plans, Specifications, and Estimates (PS&E) for the
Bancroft Avenue and Williams Street Crosstown Corridors Project (“Project”). The Project is
located in the City of San Leandro along the Bancroft Avenue and Williams Street corridors.
II. BACKGROUND
The Crosstown Corridors is a multimodal project that spans through the north-south corridor of
Bancroft Avenue from East 14th Street (State Route 185) to Durant Avenue (north City limit) and
the east-west corridor of Williams Street from San Leandro Boulevard to Neptune Drive. There
will be coordination with Project stakeholders which include the City of Oakland, California
Department of Transportation (Caltrans) District 4, AC Transit, Union Pacific Railroad
Company (UPRR), San Leandro Unified School District (SLUSD), various utility companies,
and property owners.
Bancroft Avenue is a minor arterial that spans approximately three (3) miles from East 14th
Street to Durant Avenue in San Leandro. The existing roadway configuration of Bancroft
Avenue consists of two (2) vehicle travel lanes with class II bike lanes, and a two-way left turn-
lane with shoulder parking on both sides of the street. Surrounding land uses are primarily
residential with neighborhood commercial uses along certain segments. There are a total of
twenty-eight (28) transit stops along the Bancroft Avenue corridor within San Leandro’s city
limit. There are three (3) schools located along Bancroft Avenue within the project limits. These
include Jefferson Elementary School, Bancroft Middle School, and San Leandro High School.
The Project will construct a two-way Class IV bike lane along the northbound lanes of Bancroft
Avenue; there is proposed for raised Class IV bike lanes at the frontage of Bancroft Middle
School and from Blossom Way to East 14th Street. Complete street improvements include
signage, striping, landscaping, street lighting, traffic signal modifications, pedestrian crossing
improvements, and sidewalk improvements.
Williams Street is a minor arterial with two (2) vehicle travel lanes and Class II bikes and
shoulder parking on both sides of the street. The Project limits span approximately two (2) miles
from San Leandro Boulevard to Neptune Drive. Surrounding land uses include both residential
and industrial. There are two (2) active at-grade railroad crossings and two (2) inactive at-grade
railroad crossings through the Williams Street corridor. Two (2) schools, Halkin Elementary
School and John Muir Middle School, are directly adjacent to the Williams Street corridor. The

Project will construct a two-way Class IV bike lane along the westbound lanes of Williams
Street; there is proposed for raised Class IV bike lanes from Wayne Avenue to Leonard Drive.
Complete street improvements include signage, striping, landscaping, street lighting, traffic
signal modifications, pedestrian crossing improvements, sidewalk improvements, and at-grade
railroad crossing modifications.
The San Leandro Bicycle and Pedestrian Master Plan identifies Bancroft Avenue and Williams
Street as prioritized corridors for improving safety and mobility. The San Leandro City Council
approved the Project’s Crosstown Corridors Study (“Study”) in 2022 outlining the Project goals,
design vision, and implementation plan. The Study conducted extensive community outreach and
engagement which included stakeholder interviews, community workshops, door-to-door
surveys, and a temporary pop-up demonstration for Project input. The preferred Project
alternative was determined during the outreach and engagement process. The Project Study can
be found in Attachment D ‘Reference Materials’. The goals of Crosstown Corridors are to
improve safety for vulnerable road users by providing an “all ages and abilities” cycling facility
and improvements to walking, improving access for students and families walking and biking to
school on Bancroft Avenue and Williams Street, and providing multimodal connections to north-
south and east-west corridors enhancing access to BART, schools, businesses, parks, and other
community destinations for all modes.
III. PROJECT OVERVIEW AND OBJECTIVES
The Project aims to enhance safety, school accessibility, and multimodal connectivity along the
Williams Street and Bancroft Avenue corridors by redesigning roadway, pedestrian, and bicycle
facilities with Complete Streets best practices. The Crosstown Corridors Study and its conceptual
plan was approved by City Council in 2022. The conceptual plans can be found in Attachment D
‘Reference Materials’. The Project will develop a complete PS&E package incorporating
recommendations from the Crosstown Corridor Study, San Leandro Bicycle and Pedestrian
Master Plan, Local Roadway Safety Plan, and Vision Zero adopted policies.
IV. SCOPE OF SERVICES
The Consultant shall be familiar with and will be responsible for providing and performing all
activities necessary to deliver the Project in the PS&E phase. The Consultant should identify and
explain the necessity for any additional tasks not within the scope of services detailed below,
including any modified assumptions required in order to successfully deliver the Project. The key
components of the scope of services, and anticipated tasks, are as follows:

Tasks
1.0 Project Management
This task includes all work by the Consultant to effectively manage the scope, cost, and
schedule of the Project. This may include but is not limited to the following activities and
deliverables identified below:
Prepare and submit monthly progress and performance reports and invoices in
accordance with the requirements of Alameda CTC and the Consultant Services
Agreement. Billing statements must meet the requirements of the Alameda CTC
Measure BB grant funding and indicated task items. All invoices must include a
list of contract tasks, dates, and percentage of work performed per task,
classification and rates for consultant staff, and back-up documentation if needed.
Coordinate with Project design staff and subconsultants to assure free and timely
flow of information of each task activity
Manage contract costs
Prepare and maintain a detailed Critical Path Method schedule, and submit an
updated electronic file schedule on a quarterly or as-needed basis
Develop and maintain a quality assurance / quality control (QA / QC) program
Establish an efficient web-based documentation system to share and manage
Project files
Project kick-off meeting
Bi-Weekly project status check-ins between San Leandro and the Consultant
Quarterly project strategy meetings between San Leandro and the Consultant
Internal Consultant Project Team coordination meetings as-needed
Consultant responsibilities shall include preparing agendas and meeting minutes

2.0 Stakeholder and Utility Coordination
This task includes all work by the Consultants to coordinate with stakeholders and
utilities and secure necessary approvals. All meetings are scheduled on an as-needed
basis, The Consultant will be responsible for preparing all meeting materials (agendas,
presentations, handouts, notes) and facilitating the meetings. Presentations may be
conducted by the Consultant or by San Leandro City staff.
Comment and response review meeting per design submittal package (35%, 65%,
95%, 100%). As needed, the Consultant shall organize and facilitate workshop
style meetings to review comments from stakeholder agencies on the plans and
specifications. Prior to these meetings, a comment-response matrix shall be
provided to the stakeholder agency for review. The focus of these meetings shall
