The City of Thomasville is seeking statements of qualifications from professional services teams to provide the necessary planning services (1) to develop a Multimodal Transportation Plan that will also serve as a comprehensive safety action plan and (2) to conduct a corresponding demonstration project that informs the safety action plan recommendations (collectively referred to as the ¿Project¿). The purpose of the Project is to establish an actionable strategic plan that informs related policies and guides system improvements and future capital projects. Consultant teams must be prequalified in desired GDOT area classes to be eligible for consideration. The City anticipates selecting a qualified consulting team that offers expertise in transportation planning, multi-modal transportation, urban planning, urban design, tactical demonstrations, and public facilitation. This project is funded in part through grant funds from USDOT through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program the and the Safe Streets and Roads for All (SS4A) program. As a federal-aid project, it will be administered in accordance with all applicable Federal and State rules and regulations. Proposers are expected to be familiar with the requirements of these USDOT programs generally, and the SS4A program and compliance requirements for comprehensive safety action plans specifically. Proposers are also expected to be familiar with the Safe Systems Approach and Vision Zero principles, as well as FHWA¿s Complete Streets Implementation Strategy for creating a safe, connected, and equitable Complete Streets Network.
