Solicitation Description:

This invitation to bid is to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contingency contract for the purchase of bottled water by the palletized truckload during disasters. The intent of this invitation to bid is to award multiple contracts. The contract will be for a one-year term with four (4), optional one-year renewals.  As a contingency contract, there are no guaranteed minimums that will be purchased under any awarded contracts.


This ITB replaces TDEM-IFB-1532 due to change and closing dates. Vendors that prepared responses or submitted questions under TDEM-ITB-1532 will need to resubmit those under TDEM-ITB-1533.


All water provided as a result of this invitation to bid must conform to the following specifications:

  1. Water shall be either spring water or purified water
  2. Water shall be classified as drinking water intended for human consumption
  3. Water shall be sealed in bottles or other appropriate containers with no added ingredients, with the exception of optional safe and suitable disinfectants and/or minerals. Fluoride may be added within the limitations set in the bottled water quality standards.
  4. Supplier shall be certified by NSF International
  5. The bottle shall have a product label indicating at a minimum:
    o Volume of water in bottle,
    o Bottler contact information,
    o Type of water, and
    o Water source.
