Public Water Supply District No. 2 of St. Charles County, Missouri, the Owner, is soliciting sealed Bids for the project listed below. The Owner will receive sealed Bids at the Office of the Clerk, 100 Water Drive, O’Fallon, MO 63368, (636) 561-3737, until 2:00 P.M. local time on the 30th day of March, 2026, at which time Bids will be opened for the following project:

WESTERN TRANSMISSION MAIN PHASE 2C

A Pre-bid conference will be held at 10 A.M. on Tuesday, March 10th, 2026, in the back Conference Room of the Public Water Supply District No. 2, Engineering Office, of St. Charles County located at 100 Water Drive, O'Fallon, MO 63368. The question period will conclude on March 23rd, 2026, at close of business.

The Contractor will be required to construct a water main extension along Highway Z and Highway D in New Melle, Missouri. The contractor will install approximately 5,422 LF of 30” Ductile Iron water main, 936 LF of 30” Restrained Joint Ductile Iron water main, 192 LF of 36" HDPE water main, and related appurtenances along Highway Z and Highway D. This construction will include a connection to the existing mains on both ends of the run.

A Bid Bond in the amount of five (5) percent of the Bidder’s maximum Bid Price is required to be submitted with the Bid, on the form enclosed.

Wages shall be paid to each employee engaged in the work at a rate not less than the prevailing rate of wages for the particular trade or occupation, as issued by the Missouri Department of Labor and Industrial Relations. The Contractor shall be responsible for complying with the prevailing rate of wages for St. Charles County, Missouri. The Contractor shall be responsible for complying with Missouri Immigration Laws, and must submit the Work Authorization Affidavit with Bid. Contractor shall provide a ten hour Occupational Safety and Health Administration (OSHA) construction safety program for its employees working onsite on the project, as described in Section 800.

THE OWNER INTENDS TO AWARD THE CONTRACT TO THE MOST RESPONSIVE, RESPONSIBLE BIDDER SUBMITTING THE LOWEST BID. THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY INFORMALITIES NOT INVOLVING PRICE, TIME OR CHANGES IN THE WORK IN THE BEST INTEREST OF THE OWNER.
