SHA is soliciting bids for a contractor to install a shelter to provide dignity to these workers, better protect them from the rain, wind, and sun, provide a classroom area for instruction, and storage of state assets like barrels and tools.  Work can start as soon as next week and needs to be completed before the end of June.

The shelter will be 24x36’ pole barn with a 4” deep concrete floor and 3’ apron on the long side.  Concrete pad is 28x36’.  Sheet metal siding and roof.  Insulated roof.  Foam board is acceptable.  No insulation, electrical, plumbing, or drywall on the interior walls.  Wainscoting with same color on the bottom and roof.  2X man doors, 6X single hung or double hung vinyl windows with a minimum dimension of 24x36” with grills and screens, 1X standard 8x8’ insulated garage door.  6-inch gutters on the long sides.   If there is any subcontracting, it shall be limited in nature and to a specific task like concrete or gutters.  The whole job cannot be subcontracted.  The awarded contractor has to de at least 50% of the value-added work on site.  Small business reserve.  Firm fixed price (lump sum).  Maximum award amount for this procurement category is $50,000.  Payment net 30 days after invoice.  Unfortunately, there is no deposit, but the state is good for their money.  Default payment is check by mail.  Free ACH (direct deposit) is available from the MD Comptroller to get you your money faster.
