The City is seeking a consultant to develop a complete design for the Middle Road Water Main
Extension Project. The major scope items to be included in the proposal listed below are further
explained in Section 4.0 of this document:

− 4.4: Design and Project Document Preparation
− 4.5: Bidding Assistance
− 4.6: Construction Administration
− 4.7: Construction Survey and Staking
− 4.8: Construction Resident Project Representative Services
Active project management and task completion and coordination by the consultant for the entire project. Maintain project schedule.
A realistic, strategic design plan to make effective use of funds for capital improvement projects.
An understanding of transparent and verifiable standards in the water utility industry. Credible
information that can be communicated to the public and stakeholders.
This project provides for the extension of water main on the west end of the City to provide a loop to the Dubuque Industrial Center West and to provide service to annexed areas west along Middle Road.
