REQUEST FOR QUALIFICATIONS
FOR
ENGINEERING SERVICES
PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark is requesting
qualifications for Engineering Services. Qualifications must be received by 3:00 p.m. on
June 8, 2026, by the City Clerk's Office at: City of Moorpark, City Clerk's Office,
323 Science Drive, Moorpark, CA 93021 (Attn: Blanca Garza, Deputy City Clerk) or via
cityclerk@moorparkca.gov. Submissions received after this deadline will be rejected.
Submissions by facsimile will not be accepted.
The successful proposer will be required to demonstrate experience working on similar
projects. Additional information may be obtained on the city website at
www.moorparkca.gov/bids.
This RFP does not commit the City to award an Agreement, nor pay for any costs incurred
in the preparation of a proposal for this request. The City reserves the right to accept or
reject any or all proposals received as a result of this RFP, to negotiate with any qualified
firm or to modify or cancel in part or in its entirety the RFP if it is in the best interests of
the City to do so.
Digital copies may be provided on CD, DVD, flash drive, thumb drive, or similar digital
device. Digital devices will not be returned.

1. INTRODUCTION AND OVERVIEW
The City of Moorpark ("City") is requesting qualifications from qualified consultants to
assist the City with Engineering Services. The City intends to issue at a minimum one or
multiple, three-year term contracts with the option to renew at the end of the third year for
up to two additional years, for these services, to be used as the need arises. Services
will be used for a variety of capital improvement projects. Proposers are encouraged to
focus on their areas of strength and are not required to team with a large number of
subconsultants to cover all potential types of projects.
2. BACKGROUND
Incorporated in 1983, the City of Moorpark is a suburban city located approximately
50 miles northwest of downtown Los Angeles, in southeastern Ventura County, at the
intersection of the 23 and 118 Freeways. The City has a population of approximately
37,000 residents and covers approximately 12.5 square miles.
The City of Moorpark's identified Capital Improvement Projects (CIPs) span a diverse
range of infrastructure and community investments. They include major street and
transportation projects (such as roadway widenings, signal upgrades, trail and pavement
improvements, and underground utility work), facility projects (including a new public
library, Civic Center and recreation facility upgrades, Americans with Disabilities Act
(ADA) improvements, and City Hall enhancements), and parks and landscaping initiatives
(like playground replacements, trail and open space improvements, and streetscape
landscaping). Together, these projects focus on enhancing mobility, public amenities,
accessibility, and overall community quality of life.
In the past, the City has contracted with a variety of consultants to provide services and
has renewed each contract for several years. This Request for Qualifications (RFQ) will
provide new opportunities for consultants to work with the City.
3. PURPOSE OF THE REQUEST
The City desires to obtain the services of one or more consultants to help the City with all
aspects of maintenance and CIP projects, including preliminary investigation, permitting,
design, construction management, and project management services. In addition,
selected consultants may be requested to provide peer review services on civil
engineering aspects of private land development projects on an as needed basis.
4. SCOPE OF SERVICES
Included as Attachment 1 is the Scope of Services listing major work tasks that may be
requested. The City's usage of the consultants' services will be on an as-needed basis
so that if the demand is not there, then the services will not be requested. For each
service request, the consultant and the City will agree upon the specific scope of work

and cost for that project. The City has the right to retain other consulting firms in its sole
discretion when the City believes there will be an economic or other significant advantage
for doing so. Services for each contract will be provided on a negotiated fee basis, per
work order. No minimum amount of work is guaranteed under these agreements.
Compensation may be structured as time and materials with a not-to-exceed limit, lump
sum, or another mutually agreed-upon method, depending on the nature of the project
and as agreed upon by both Consultant and City before work begins. Where appropriate,
the City may prefer lump sum pricing to provide cost certainty.
5. QUALIFICATIONS FORMAT
All qualifications shall include the following minimum information:
A. Description of Organization, Management and Team Members.
Provide a description of the team/consultant and identify key personnel that are available
to be assigned for various projects. The organization description should clearly identify
who will be the contract manager and responsible for providing project specific
qualifications and team assignments. Include resumes of key personnel for broad sample
of disciplines and indicate which branch office they work out of. The City expects to work
with the same contract manager during the entire term of the contract but expects that
the team will be tailored to the size of each individual project.
B. Organization Qualifications.
Provide an outline of the organization qualifications indicating relevant background
experience and capabilities for this work. Give examples of work accomplished that is
similar in size and content to the Scope of Services. If available, give examples of other
services contracts. Provide list of subconsultants that may be used for the various types
of work discussed in the Scope of Services.
C. References, Related Experience and Examples of Work.
For work samples listed in qualifications, provide client references and contact information
for relevant work. Specify the client, location, consultant firm members and participating
individuals and role on team (principal, project director, etc.), type of work, implementation
results or status, examples of work, and other relevant information as needed. Show
small sized, medium sized and service contracts, if available.

6. SELECTION PROCESS
A. Qualifications.
All qualifications received by the due date will be evaluated by the City. Only information
which is received in response to the RFQ or any subsequent interview will be evaluated.
The City will judge the responses of each proposing firm in several critical areas. The
City, at its discretion may invite selected proposers to an oral interview to further assess
qualifications and assist in the final selection process.
B. Selection Criteria.
All proposals properly received before the stated deadline will be evaluated by the City
based on the criteria below. Responses should clearly address each item and
demonstrate the firm's qualifications, experience, and ability to provide responsive
engineering services to the City of Moorpark.

In evaluating qualifications, the City may consider factors including, but not limited to:
1. Ability of the Firm to Carry Out and Manage Assignments
The firm's demonstrated experience managing similar municipal engineering and
contracts, responsiveness to client needs, ability to meet schedules and budgets,
quality control practices, and successful completion of comparable projects.
2. Capabilities of the Consultant Team Members
The qualifications, depth, and availability of the consultant team proposed to
support the City on an basis. Since specific task orders have not yet been
identified, consideration will be given to the breadth of the team's relevant
municipal engineering experience, professional licenses and certifications,
technical expertise, availability of key personnel, and demonstrated ability to
assign appropriately qualified staff based on the needs of future projects.

3. Local Preference
Additional consideration may be given to firms located in the City of Moorpark or
firms with team members who reside in Moorpark, particularly where local
presence may improve responsiveness and availability.
4. Willingness to Comply with Proposed Agreement Terms
The City's sample Master Services Agreement is included with this RFQ/P. Firms
are encouraged to identify any requested exceptions or proposed revisions.
Excessive or significant exceptions may negatively impact scoring.
5. Billing Rates and Cost Competitiveness
While cost is not the sole determining factor, the City will consider the
competitiveness and reasonableness of proposed billing rates and fee structures.
Proposed rates shall remain valid through the first fiscal year of the agreement.
The City may consider adjustments in future fiscal years upon mutual agreement.
The firm selected as the most qualified to provide the requested services will be invited
to negotiate a final agreement with the City. If an agreement cannot be successfully
negotiated, the City reserves the right to terminate negotiations and commence
negotiations with the next most qualified firm.
The City reserves the right to negotiate the specific scope, fee structure, and contractual
requirements using the selected proposal as a basis for discussions and reserves the
right to reject any or all proposals at its sole discretion.

Award of Contract
It is anticipated that any award of an agreement for services will be made by the City
Council in fiscal year 2026/2027.

Requests for clarification must be received no later than June 1, 2026.
If a respondent has any questions about this RFQ or the proposed Scope of Services, or
if a respondent finds any error, inconsistency, or ambiguity in the RFQ, the respondent
must submit a request for clarification or correction by e-mail to Jonathan Royas,

9. OTHER CONSIDERATIONS/RESERVATIONS OF
RIGHTS
* Before any services can commence, the selected firms will be required to sign and
enter into an Agreement with the City, a sample of which is attached to this RFQ. To
ensure the smooth and timely implementation of this project, respondents responding
to this RFQ should review all the terms and conditions of the Agreement, including,
but not limited to, provisions relating to insurance and indemnity. The City will require
certificates of insurance and additional insured endorsements, as specified in
Exhibit A of the Agreement, when the respondent submits the signed Agreement.
* This RFQ does not commit the City to award a contract, to defray any costs incurred
in the preparation of qualifications pursuant to this RFQ, or to procure or contract for
work. No payment of any kind will be provided to a consultant for responding to this
RFQ, or parties they represent, for obtaining any of the information requested.
* The City reserves the right to cancel or modify, for any or no reason, in part or in its
entirety, this RFQ including, but not limited to, selection schedule, submittal date, and
submittal requirements, without prior notice. Notification of revisions to the RFQ will
be made by addendum posted on the City's website at www.moorparkca.gov/bids.
* The City reserves the right to verify the information received in the qualifications. If a
respondent knowingly and willfully submits false information or data, the City reserves
the right to reject those qualifications. If it is determined that a contract was awarded
as a result of false statements or other data submitted in response to this RFQ, the
City reserves the right to terminate the contract.
* All documentation and materials submitted in response to this RFQ will remain the
property of the City and will become a public record subject to the requirements of the
California Public Records Act.
* The selected consultant will maintain any required professional licenses and
registrations during the life of the contract with the City.

* Subconsultants: The selected consultant may utilize the services of subconsultants
on those parts of the work which, under normal contracting practices, are performed
by specialty subconsultants. Unless a specific subconsultant is listed by the selected
consultant when a project specific proposal is obtained, the selected consultant is
representing to City that it has all appropriate licenses, certifications, and registrations
to perform the work hereunder.
* After submission of the qualifications, the selected consultant shall not award work to
any unlisted subconsultant without prior written approval of the City. The selected
consultant shall be fully responsible to the City for the performance of his/her
subconsultants, and of persons either directly or indirectly employed by them.
* Nothing contained herein shall create any contractual relationship between any
subconsultant and the City.

ATTACHMENT 1
SCOPE OF SERVICES
ENGINEERING SERVICES
Selected firms will provide professional support for small and medium-sized public works
and development projects, as needed. Work may include, but is not limited to, project
design, technical studies, plan checking, construction support, project management
services, and peer review of private development submittals. The City encourages firms
to highlight their areas of expertise-such as transportation, stormwater, grading and
drainage, utilities, parks and recreation facilities, or public infrastructure design including
the need to cover all possible disciplines through subconsultants.
The selected consultants will provide engineering services on an as-needed basis. Each
task will be defined by an individual Work Order specifying scope, schedule, and budget,
to be approved prior to work initiation. No minimum amount of work is guaranteed.
The scope of work includes, but is not limited to, the following:
1. Provide staff and services on an as-needed basis.
2. Project management services including, but not limited to, the preparation of draft
staff reports, preparation of Notice Inviting Bids including front-end bid documents,
bid evaluation and review, agency submittals and coordination; maintain and
organize all project records, notes, as-builts and approved plans and submit all
documentation to city at project closeout; provide public outreach services and
coordinate with businesses and residents as needed.
3. Provide design and/or construction management services for repair and
replacement of City infrastructure.
4. Provide in-house personnel or sub-consultants including, but not limited to, civil,
mechanical, electrical, geotechnical, surveying, structural, and landscaping
architecture.
5. Provide the full range of engineering services including preliminary studies,
drawings, specifications, estimates and other professional services.
6. Respond to plan check comments for building permits.
7. Review and develop standard plans and specifications
8. During construction, make on-site visits, inspect contractor's work for plan
compliance, verify contractor and sub-contractors for DIR conformance; review
material submittals, shop drawings and test results; respond to RFIs; draft change
orders; and review pay estimates.
