FOR
ENGINEERING SERVICES
PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark is requesting
qualifications for Engineering Services. Qualifications must be received by 3:00 p.m. on
June 8, 2026, by the City Clerk’s Office at: City of Moorpark, City Clerk’s Office,
323 Science Drive, Moorpark, CA 93021 (Attn: Blanca Garza, Deputy City Clerk) or via
cityclerk@moorparkca.gov. Submissions received after this deadline will be rejected.
Submissions by facsimile will not be accepted.
The successful proposer will be required to demonstrate experience working on similar
projects. Additional information may be obtained on the city website at
www.moorparkca.gov/bids.
This RFP does not commit the City to award an Agreement, nor pay for any costs incurred
in the preparation of a proposal for this request. The City reserves the right to accept or
reject any or all proposals received as a result of this RFP, to negotiate with any qualified
firm or to modify or cancel in part or in its entirety the RFP if it is in the best interests of
the City to do so.

1. INTRODUCTION AND OVERVIEW
The City of Moorpark (“City”) is requesting qualifications from qualified consultants to
assist the City with Engineering Services. The City intends to issue at a minimum one or
multiple, three-year term contracts with the option to renew at the end of the third year for
up to two additional years, for these services, to be used as the need arises. Services
will be used for a variety of capital improvement projects. Proposers are encouraged to
focus on their areas of strength and are not required to team with a large number of
subconsultants to cover all potential types of projects.
2. BACKGROUND
Incorporated in 1983, the City of Moorpark is a suburban city located approximately
50 miles northwest of downtown Los Angeles, in southeastern Ventura County, at the
intersection of the 23 and 118 Freeways. The City has a population of approximately
37,000 residents and covers approximately 12.5 square miles.
The City of Moorpark’s identified Capital Improvement Projects (CIPs) span a diverse
range of infrastructure and community investments. They include major street and
transportation projects (such as roadway widenings, signal upgrades, trail and pavement
improvements, and underground utility work), facility projects (including a new public
library, Civic Center and recreation facility upgrades, Americans with Disabilities Act
(ADA) improvements, and City Hall enhancements), and parks and landscaping initiatives
(like playground replacements, trail and open space improvements, and streetscape
landscaping). Together, these projects focus on enhancing mobility, public amenities,
accessibility, and overall community quality of life.
In the past, the City has contracted with a variety of consultants to provide services and
has renewed each contract for several years. This Request for Qualifications (RFQ) will
provide new opportunities for consultants to work with the City.
3. PURPOSE OF THE REQUEST
The City desires to obtain the services of one or more consultants to help the City with all
aspects of maintenance and CIP projects, including preliminary investigation, permitting,
design, construction management, and project management services. In addition,
selected consultants may be requested to provide peer review services on civil
engineering aspects of private land development projects on an as needed basis.
4. SCOPE OF SERVICES
Included as Attachment 1 is the Scope of Services listing major work tasks that may be
requested. The City’s usage of the consultants’ services will be on an as-needed basis
so that if the demand is not there, then the services will not be requested. For each
service request, the consultant and the City will agree upon the specific scope of work

and cost for that project. The City has the right to retain other consulting firms in its sole
discretion when the City believes there will be an economic or other significant advantage
for doing so. Services for each contract will be provided on a negotiated fee basis, per
work order. No minimum amount of work is guaranteed under these agreements.
Compensation may be structured as time and materials with a not-to-exceed limit, lump
sum, or another mutually agreed-upon method, depending on the nature of the project
and as agreed upon by both Consultant and City before work begins. Where appropriate,
the City may prefer lump sum pricing to provide cost certainty.
5. QUALIFICATIONS FORMAT
All qualifications shall include the following minimum information:
A. Description of Organization, Management and Team Members.
Provide a description of the team/consultant and identify key personnel that are available
to be assigned for various projects. The organization description should clearly identify
who will be the contract manager and responsible for providing project specific
qualifications and team assignments. Include resumes of key personnel for broad sample
of disciplines and indicate which branch office they work out of. The City expects to work
with the same contract manager during the entire term of the contract but expects that
the team will be tailored to the size of each individual project.
B. Organization Qualifications.
Provide an outline of the organization qualifications indicating relevant background
experience and capabilities for this work. Give examples of work accomplished that is
similar in size and content to the Scope of Services. If available, give examples of other
services contracts. Provide list of subconsultants that may be used for the various types
of work discussed in the Scope of Services.
C. References, Related Experience and Examples of Work.
For work samples listed in qualifications, provide client references and contact information
for relevant work. Specify the client, location, consultant firm members and participating
individuals and role on team (principal, project director, etc.), type of work, implementation
results or status, examples of work, and other relevant information as needed. Show
small sized, medium sized and service contracts, if available.
