Grand County (“the County”) is requesting competitive proposals from qualified consultants or consultant teams (“the Consultant”) to review and update the 2011 Grand County Master Plan consistent with the Colorado Revised Statutes, State and County regulations, and guidance of the Colorado Department of Local Affairs that is reflective of the best practices of the American Planning Association and current County practice. This may include the formation of at least one Sub Area Plan.
The project outcome will be an updated Master Plan - a living document that is based on current social, economic, and natural conditions and which describes the shared future to which Grand County aspires. Inclusive of varied perspectives and born from community conversations centered around the pressing needs for housing, economic development, and natural resources, this plan will also serve to balance the agricultural, tourism, outdoor recreation, and emerging trends in development to maximize the livability of Grand County for decades to come.

Proposals are due on or before Friday, August 22, 2025 at 4:30pm. All proposal packages must be sealed and have “RFP 2025 Master Plan Update” clearly marked on the outside for easy identification. Proposals may be hand delivered or mailed but must be received prior to the submission deadline at the address listed above. Any proposals received later than the submission deadline will not be accepted or considered. Emailed submissions will not be accepted. The County will not be responsible for late submission caused by the postal service, other carriers, or any other delivery problems regardless of the reason.
