This request for proposal is for the implementation of Workday Enterprise Resource Planning (ERP) cloud-based software. This is for implementation only, using the Workday Launch Flex deployment approach.
The County has made the strategic decision to retire its current on-premises primary Enterprise Resource Planning (ERP) system, Oracle E-Business Suite, and transition to Workday’s modern, cloud-based ERP platform. This initiative represents a significant transformation in the way the County manages its core business operations, ensuring scalability, flexibility, and long-term sustainability.
The existing ERP system has supported the County for more than a decade, providing functionality across Human Resources, Payroll, Finance, Purchasing, Budget, and Business Technology Services. While the system has been foundational to daily operations, it has reached the limits of its lifecycle. Increasing maintenance costs, limited vendor support, challenges with system upgrades, and outdated technical architecture have created inefficiencies that hinder the County’s ability to meet current and future business needs.
The County currently serves approximately 3,200 employees distributed across multiple constitutional offices, appointing authorities, and a wide variety of departments and divisions that perform critical public service functions. These stakeholders rely heavily on the ERP to manage end-to-end business processes, ensure compliance with state and federal regulations, and provide accurate and timely information for decision-making. The County’s ability to deliver efficient services to the public depends on the reliability, accuracy, and integration of its ERP platform.
By moving to Workday’s cloud-based ERP solution, the County seeks to realize numerous benefits, including:
To achieve these objectives, the County is seeking proposals from experienced and reputable vendors specializing in ERP implementation, with proven success in delivering similar projects for local government and public sector organizations. Vendors must demonstrate a deep understanding of the unique complexities of government operations, including the integration of multiple offices, diverse payroll structures, public procurement rules, and stringent reporting requirements.
The selected vendor will be expected to partner closely with the County to deliver a comprehensive, phased implementation that minimizes disruption, maximizes stakeholder engagement, and ensures that the County realizes the full value of its investment in Workday. This will include not only technical deployment, but also change management, training, and long-term support to empower County employees and leadership to adopt and fully leverage the new ERP solution.
This RFP therefore serves as a critical step in identifying the right implementation partner to guide the County through this major transformation—one that will strengthen operational efficiency, improve transparency, and position the County to better serve its employees and residents for years to come.
