The City of Blue Springs, Missouri is seeking Engineering Design Services from a
qualified for Construction Administration Services for Lead Pipe Inventory for the Lead
Service Line (LSL)
Background
The City of Blue Springs, MO is a community of approximately 59,000 residents covering
more than 22 square miles in western Missouri. The city is situated along I-70, on the
eastern boundary of the Kansas City Metropolitan area. Independence, MO boarders
the western and northern city limits, Lee's Summit, MO boarders the southern city limits
and Grain Valley, MO the eastern city limits.
Blue Springs is known for its outstanding School District and has experienced significant
growth over the last 20 years. Over the next 10 years the City of Blue Springs is
projected to expand to a population of around 65,000.
Per the federal drinking water regulations under the Lead and Copper Rule Revisions,
administered by the U.S. Environmental Protection Agency, the City of Blue Springs is
required to identify and replace lead service lines within its water distribution system.
These updated regulations were established to address the public health risks
associated with lead exposure in drinking water and require water systems to develop a
comprehensive inventory of service line materials, notify customers of potential lead
presence, and implement long-term replacement programs. To support compliance,
federal funding opportunities, including the Drinking Water State Revolving Fund and
Infrastructure Investment and Jobs Act programs, have been made available to assist
communities in proactively improving infrastructure and protecting public health
This project is being financed through the Missouri Department of Natural Resources'
financial Assistance Center through the Lead Service Line (LSL) funding allocation. The

City of Blue Springs is issuing this Request for Qualifications for the professional
engineering firms for Construction Administration Services. The City is required to
comply with the Federal Government rules regarding the use of Lead Service lines for
drinking water in accordance with 40 CFR.141.84. The city intends to select an
engineering firm through this process to assist with the procurement of a contractor to
perform field investigation and data collection to complete the Lead Line Service
Inventory.
The selected consultant will assist the city with:
* Procurement of an LSI Investigative Contractor
* Administration of contractor services
* Documentation and reporting required for regulatory compliance
Scope
The selected engineering consultant will provide Contract Administration Services and
Procurement Support Services including
Contract Administration
1. Task 1 - Procurement Support
a. Prepare bid/RFP documents for LSLI Investigation Contractor
b. Assist with advertisement and distribution
c. Respond to bidder questions and prepare agenda
d. Assist with bid evaluation and recommendation
2. Task 2 - Contract Administration
a. Conduct pre-construction meeting
b. Review contractor submittals

c. Track contractor progress and schedule
d. Review pay applications
e. Assist with change order evaluation
3. Task 3- Compliance & Reporting
a. Ensure work meets EPA and State requirements
b. Compile and review inventory data
c. Prepare required reporting for regulatory submission
4. Task 4 - Coordination
a. Coordinate with city staff, contractor, and stakeholders
b. Assist with public communications efforts (if required)

the right to hold interviews as a part of this selection process.

Standard Contract Acceptance
The selected firm will be expected to sign the City's Standard professional services
agreement, which has been included in this Request for Qualifications for reference. All
exceptions or requests for modifications must be received at the time of submittal of the
Statement of Qualifications. Exceptions may be included in the Statement of
Qualifications as an attachment and will not be used toward the total page count; only
pages where exceptions are requested should be included. Failure to provide exceptions
or modification requests by 4:00PM May 5,2026 indicates an acceptance of the standard
contract by the submitting firm. The act of requesting a modification does not
guarantee acceptance of that modification by the City.
Proposals
Interested firms, or groups of firms, should prepare a response that addresses the
following information:

* Similar Project Experience (3 minimum)
* Indicate team members who participated in the selected projects.

The submittals must be standard lettersize pages (8.5" x 11") having a minimum font
size of eleven (11) points and no more than ten (10) pages (singlesided) in length. Up
to five (5) additional singlesided pages may be submitted as an appendix. In addition, a
single page cover letter should be submitted, which includes the name, title, email
address and phone number of the point of contact person for the consultant team.
Forms and Acknowledgements
The following forms and acknowledgements, attached to this RFQ, must be reviewed,
signed, and included in the RFQ response. Required Forms & Acknowledgements will
not count against page allotments.

Instructions
Submission: Qualifications must be submitted to nlightner@bluespringsmo.gov and all
information and certificates called for thereon must be furnished. Qualifications which
fail to furnish all information or certifications required may be rejected.
Late Qualifications : A late qualification is one received after 4:00 PM. local time. The

decision as to the correct time for the openings shall be made by the Public Works
Director of the City of Blue Springs, and that decision shall be final. It shall be the
responsibility of those submitting a qualification to assure themselves that their
qualification has been received prior to the submission deadline.
Waiver of Informalities: The City may, at its election, waive any minor informalities or
irregularities in qualifications received or reject any or all qualifications.
Statements of Qualifications for the above-referenced project will be submitted
electronically and must be received prior to 4:00PM on May 5, 2026.
This Request for Qualifications (RFQ) is an invitation by the City for interested
Professional Engineers to submit qualifications, which may be subject to subsequent
discussions and negotiations. It is not a request for a competitive bid. Submittal of
qualifications does not create any right in or expectation to a contract with the City. The
City reserves the right to reject any and all RFQ's.
Interested Firms are responsible for performing the appropriate due diligence in the
preparation of the Statement of Qualifications, including site visits, to familiarize
themselves with the project area and existing conditions.
