Project Description:

General Description

The Molokai Education Center Farm seeks to procure a compact utility tractor and
associated implements suitable for small-scale agricultural field preparation, soil
cultivation, and material handling in farm and garden settings. The equipment shall
be capable of ground-engaging work, final planting bed preparation, and routine farm
support tasks. The front-end loader and rotary tiller provided shall be compatible
with the tractor offered and appropriate for the intended agricultural use under
typical farm conditions.

All equipment shall be new, commercially manufactured, and compliant with applicable
safety and regulatory standards.

Equipment shall be delivered fully assembled, operational, and ready for use upon
delivery to Molokai.

Detailed Specifications

1) Compact utility tractor :

a) Minimum 24 gross horsepower (hp) diesel engine.

2) Safety Features:

a) Roll-over, protective structure (ROPS) with operator seat belt.

3) Transmission:

a) Mechanical gear transmission (manual), clutch-operated, non-hydrostatic;
number of forward and reverse speeds may vary by manufacturer.

4) Front-end loader:

a) Quick-detachable standard front-end loader.

5) Rear three-point hitch:

a) Category I, suitable for standard farm implements

6) Rotary tiller:

a) Working width must exceed the tractor’s rear tire outside-to-outside width,
suitable for final planting bed preparation.

7) Tires:

a) R-1 agricultural tread tires.

8) Delivery of fully assembled tractor with equipment to Molokai Education Center
Farm, including all:

a) freight;

b) inter-island transport;

c) setup;

d) final assembly.

9) Safety & Warranty

a) Tractor shall comply with OSHA ROPS and seat-belt requirements.
b) Minimum warranty coverage: two (2) years on powertrain and major components.
c) Operator’s manual and maintenance guide shall be provided.

10) Service Requirement - 2 Year Maintenance Package

a) Two-year service as specified in the manufacturer’s operating manual or other
manufacturer literature. Inclusive of ALL expenditures to provide this
service.

b) Factory-authorized technician(s) must be available for service and respond
within 72 hours of a service call at the UH Molokai Education Center Farm.

j) Vendor shall identify any future “expenditures” (type such as, but not
limited to, airfare, room & board, and rental vehicle, NOT dollar value)
for warranty service and repairs request by UHMC Molokai Ed Center
to be performed at the UH Molokai Education Center Farm.
Special Instructions

Vendors are advised to review all the special instructions and specifications carefully
and thoroughly.

1. The submittal of a quote shall be considered as acceptance of the specifications as
published, as well as agreement to the University of Hawaii Terms and Conditions
(Attachment 2)

2. Hawaii Compliance Express: Quotes of $2,500 or more will require a Certificate of
Vendor Compliance in compliant status prior to award (HRS 103D-310(c). For more
information, refer to: https://vendors.ehawaii.gov/hce/

3. Questions shall be submitted to Robert Burton, UHMC Procurement Specialist,
email reburton@hawaii.edu by February 11, 2026 @ 3:00 p.m.

4. Quote price: Price shall include all material costs, labor costs, equipment costs,
transportation costs, vehicle costs, shipping costs, supply costs, insurance premiums,
rental costs and all applicable taxes, etc.

5. Quote shall be valid for a minimum of 30 days after the Request for Quotation closing
date.

6. Award will be in aggregate and subject to availability of funds.

7. Price shall be F.O.B. Destination to:

8. Delivery is required within 365 days after receipt of order (ARO). Do not make any
purchases until the approved purchase order is provided.

9. Upon request, the following documents shall be provided to the University:

(a) Manufacturer literature/brochure with technical data & illustrations of the equipment
being offered.

(b) Warranty information for the proposed unit.

(c) Itemized quote.

10. Damages incurred during shipment, assembly and/or delivery of goods/products
will be the responsibility of the vendor.

11. The return and replacement of defective goods/products will be the responsibility
of the vendor to make the arrangements with the shipping company. All shipping expenses
shall be paid by the vendor.

12. Required Documentation for Award: Vendor receiving award is required to provide the
following documentation before purchase order is issued:

(a) Hawaii Compliance Express Certificate of Vendor Compliance

(b) Certificate of Liability Insurance (see Special Provisions attachment)

(c) Signed SuperQUOTE award notice.
