The City of Norcross Public Works department is soliciting sealed competitive proposals from qualified, licensed, insured contractors for the provision of lighting enhancements at Thrasher Park, located within city limits. All work must be completed in 60 days from when Notice to Proceed is issued and in accordance with industry specifications and standards.

The PROPOSAL package should be clearly marked “RFP PW 26-03 – THRASHER PARK LIGHTING ENHANCEMENTS” on its face and submitted by 12:00 p.m. on Friday, February 6, 2026, to the address below.

Please submit two printed copies and one electronic copy (USB) of your package to:

An optional, but highly recommended pre-proposal meeting with a site visit will take place on Wednesday, January 21, 2026, at 11:00 a.m. at the Public Works department located at 345 Lively Avenue Norcross GA 30071.

All interested firms must schedule a site visit with city staff before submission of proposals.

No PROPOSAL will be received or accepted after the above specified date and time. Submissions received after the designated date and time will be deemed invalid and returned unopened to the firm.

No PROPOSAL may be withdrawn within thirty (30) days after the BID opening. Requests for withdrawals must be submitted in writing. All PROPOSALS shall remain firm for 90 days after submission deadline.

BID CHECKLIST
The 10 Most Critical Things to Keep in Mind When Responding to a BID for the City of Norcross

Read the entire document. Note critical items such as mandatory requirements;
supplies/services required; submittal dates; number of copies required for submittal; funding
amount and source; contract requirements (i.e., contract performance security, insurance
requirements, performance and/or reporting requirements, etc.).

Projects Manager by the due date listed in the Schedule of Events and view the answers given
in the formal “addenda” issued for the RFP. All addenda issued for this RFP will be posted on
the City’s website and will include all questions asked and answered concerning the RFP.

Follow the format required in the RFP when preparing your response. Provide point‐ by‐
point responses to all sections in a clear and concise manner.
6.
Provide complete answers/descriptions. Read and answer all questions and requirements.
Do not assume the City or Evaluation Committee will know what your capabilities are or what
items/services you can provide, even if you have previously contracted with the City.
Evaluations are based solely on the information and materials provided in your response.
7.
Use the forms provided, i.e., sample budget form, certification forms, etc.
8.
Check the City website for RFP addenda. Before submitting your response, check the City
website at https://www.norcrossga.net/bids.aspx to see whether any addenda were issued for the
RFP.
9.
Review and read the RFP document again to make sure that you have addressed all
requirements.
10.
Submit your response on time. Note all the dates and times listed and be sure to submit all
required items on time. Late and incomplete responses are never accepted.

1. INTRODUCTION
The City of Norcross Public Works department is soliciting sealed competitive proposals
from qualified, licensed, insured contractors for the provision of lighting enhancements at
Thrasher Park, located within city limits. Licensed electrician and trade permit are required
for electrical work. Work will commence following the city’s removal of Christmas
lighting during the week of 1/2/2026 (with weather backup dates up to 1/11/2026).
2. PROJECT SCOPE

The selected contractor will be responsible for:
• Providing all necessary labor, equipment, and materials for the installation of the
lighting enhancements in adherence to proposed plan
• Coordinating installation details with City of Norcross staff and Norcross Power as
necessary
• Performing all trenching, backfilling, compaction, and surface restoration as
necessary
• Ensuring that all installations meet applicable state and local electrical codes, NEC
standards, and manufacturer specifications
• Conducting system testing and commissions to verify full functionality and
compliance
Proposed enhancements must include:
• String/bistro lighting for the amphitheater lawn
Proposed enhancements may include:
• Recessed landscape up-lighting additions
• Recessed pathway lighting additions are a consideration
• Recessed utility drive lighting additions are a consideration
• Lighting additions for signs, columns, art sculptures, etc. are a consideration
• Tree down-lighting/moonlighting additions are a consideration
• Restroom pavilion lighting additions are a consideration
• Gazebo lighting additions are a consideration
3. SPECIFICATIONS
• Limited disturbance to landscaping and critical root zone of trees
• All materials mist be highly durable and weather resistance requiring limited staff
maintenance
