The City of Surprise Information Technology Department invites all qualified firms to submit a Statement of Qualifications (SOQ) for Construction Manager at Risk (CMAR) services for the design and construction of a communication tower. The project site will be at the Water Resource Management Department's Special Planning Area 1 (SPA 1) located at 11401 N. 136 th Avenue, Surprise, AZ 85379.
The CMAR Services shall entail the provision of planning, design and construction administration services related to the City's anticipated Tower #2, that will provide public safety radio communications for the geographic area the radio communication site serves and integrates to the Regional Wireless Cooperative (RWC).
The addition of the Communication Tower #2 SPA1 location will provide public safety radio communications for the geographic area the radio communication site serves and integrates to the Regional Wireless Cooperative (RWC). The location will also incorporate other public safety communication needs for the City for example, Water Supervisory Control and Data Acquisition (SCADA). Several elements contribute to the integration and implementation of the Project 25 (P25) Simulcast G Subsite.
The expansion of the Simulcast G will address public safety communications needs for the geographic area as well as addressing Fire Hazard Zone deficiencies within the same geographic area. The site will be the Eleventh radio communications site added to Zone 5, Simulcast G. The site will host 700MHz equipment, Fire Hazard Zone VHF equipment, and the City of Surprise Municipal equipment (public safety).
Selection of the CMAR will be critical for the project’s success and the resultant contractor will be required to have experience with radio communication sites, integration into the Regional Wireless Cooperative radio network, and managing sub-contractors such as Motorola or other wireless integrators.
In addition to the construction of the communications tower and site shelter, electrical service considerations include; commercial power connections to the nearest 3-phase transformer; backup generator, automatic transfer switch; DC rectifier; installation of a battery bank; and the usage of multiple voltage ranges.
Physical security will also be incorporated into the design of the communications site and will include items such as lighting, fencing, gate, Picture Archiving and Communication Systems (PACS), and video monitoring.
