Description: II. PROJECT INFORMATION UCS is the recipient of an award by the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP) for the purpose of funding the Nassau County Family Treatment Court. Pursuant to the terms of the Grant Award, $706,868 is the maximum available funding for Project Services (as set forth in Article V below) performed during January 15, 2025 – September 30, 2028, provided, however, that such period may be extended upon mutual agreement of Grantor and UCS (the “Project Term”). UCS reserves the right to request a no-cost extension of the Project Term from the Grantor. III. AWARD UCS intends to award one contract for a term commencing on or about January 15, 2025, and terminating on or about September 30, 2028 (“Contract Term”). Notwithstanding the foregoing, the Contract Term of any contract resulting from this RFP may extend to a term not to exceed five (5) years in total, which contract shall terminate upon the earlier of: (i) five (5) years from the contract commencement date; or (ii) the complete expenditure of funding available for Project Services, whichever is earlier, unless otherwise terminated pursuant to the terms of said contract. Awarded contractor shall be contractually obligated to provide the Project Services for the Project Term, as it may be amended or extended. UCS and awarded contractor shall communicate regularly concerning the remaining amount of grant funds and the approximate timing of complete expenditure. IV. MINIMUM QUALIFICATIONS Proposals will be considered only from applicants who meet the following minimum qualifications: Qualified applicants are agencies that possess at least two (2) years of experience in performing services similar or relevant to those described herein. Qualified applicants must have the capacity to provide Project Services (as set forth in Article V, below), including the required staffing to support the proposed Project Services. V. PROJECT SERVICES UCS seeks proposals describing how the applicant will provide the services listed below (“Project Services Assessment:”). The selected applicant shall be required to: 1. Deliver high-quality parenting education, coaching, and support to bilingual participants, facilitating interactive workshops, providing one-on-one coaching sessions, and supporting participants in developing effective parenting skills and strategies. 2. Oversee the planning, implementation, and evaluation of the comprehensive parenting education and support program within the NCFTC frameworks. 3. Develop and facilitate evidence-based parenting education workshops in English and Spanish covering topics such as communication, discipline, child development, stress management, and building strong parent-child relationships. 4. Conduct individualized parenting coaching sessions tailored to each family’s unique needs and circumstances by providing personalized guidance and support. 5. Facilitate peer-led parenting support groups in Spanish creating a safe and inclusive environment for families to connect, share experiences, and encourage one another. 6. Collaborate with the NCFTC multidisciplinary team to ensure seamless integration of parenting services with existing court processes, treatment plans, and case management. 7. Provide training and supervision to Parenting Educators/Coaches, ensuring consistent delivery of high-quality services. 8. Conduct assessments and develop individualized service plans for families addressing their specific parenting needs and goals. 9. Continuously evaluate and refine the program based on participant feedback, outcome data, and best practices in the field. 10. Facilitate evidence-based parenting education workshops in English and Spanish covering topics such as communication, discipline, child development, stress management, and building strong parent-child relationships. 11. Conduct individual parenting coaching sessions tailored to each family’s unique needs and circumstances by providing personalized guidance and support. 12. Assist in facilitating peer-led parenting support groups in Spanish creating a safe and inclusive environment for families to connect, share experiences, and encourage one another. 13. Collaborate with the NCFTC multidisciplinary team and the Bilingual Social Worker to ensure seamless integration of parenting services with existing court processes, treatment plans, and case management. 14. Continuously refine and improve workshop content and coaching techniques based on participant feedback, outcome data, and best practices in the field. 15. Assist in conducting assessments and developing individualized service plans for bilingual families addressing their specific parenting needs and goals. 16. Provide support and assistance to the Bilingual Social Worker in the overall implementation and evaluation of the comprehensive parenting program. 17. Conduct individual and group therapy sessions for children of participants in the NCFTC program addressing the unique challenges and trauma associated with parent substance use disorders. 18. Assess child development, behavior, and emotional well-being by identifying any areas of concern or need for intervention. 19. Collaborate with the NCFTC multidisciplinary team, including the Bilingual Social Worker, Bilingual Parenting Education Coach, and other staff, to ensure a comprehensive and coordinated approach to supporting families. 20. Provide guidance and support to parents for addressing their children’s emotional and behavioral needs, fostering positive parent-child relationships, and creating a nurturing environment. 21. Ensure cultural competence and sensitivity in all therapeutic interventions adapting approaches to meet the unique needs of diverse families. 22. Participate in regular case conferences with the NCFTC team and community partners to discuss participant progress and coordinate services. 23. Maintain project logs, reports, and records in appropriate files and database(s), and provide continuous feedback to participants’ progress with team members. 24. Assist in collecting and maintaining all data as required by OJJDP. 25. Provide appropriate supervision and oversight for any staff included in this project.
