Project Description: This Request for Qualification (RFQ) provides interested parties (Offerors) with sufficient information to prepare and submit proposals for The Philadelphia Regional Port Authority's (PhilaPort) consideration. The purpose is to address the need for On-Call Planning and Grant Assistance Services (Project). PhilaPort intends to enter into contracts for a two (2) year base period with three (3) one-year options, exercisable in PhilaPort’s sole discretion. Agreed upon labor hour rates will be increased for work performed in each option year, if the option year is exercised by PhilaPort, by an annual cost-of-living adjustment using the percentage change in the Consumer Price Index for All Urban Consumers (CPI-U) for Pennsylvania, New Jersey, Delaware, and Maryland, with a maximum adjustment cap of 3% per year.
