SCOPE OF WORK (SOW)
1. General Requirements & Compliance
Regulatory Adherence: All work must comply with CCR Title 24 and Title 8 (Cal/OSHA).
DSA Notification & Approval: .
Storm Water Pollution Prevention Plan (SWPPP): Implementation of Best Management
Practices (BMPs) to prevent runoff into storm drains.
Daily Clean-up: Strict silica dust control and daily debris removal to maintain a safe
campus environment.
2. Site Preparation & Hazardous Materials
Abatement: Removal and legal disposal of Asbestos-Containing Materials (ACM), Lead-Based
Paint (LBP), and PCBs (often found in older caulking and ballasts).
Utility Decommissioning: * Disconnecting and capping of gas, water, and sewer lines
(typically 5 feet from the property line).
o Safe removal of refrigerants (EPA compliance) and Propylene Glycol from older
HVAC systems.
Salvage Operations: Identification and removal of "District Retained" items (e.g., smart
boards, specific casework, or historical artifacts) before mass demolition begins.
3. Selective Internal Demolition
Structural Gutting: Removal of all interior non-load-bearing partitions, ceilings, and floor
finishes down to the concrete slab or wood framing.
MEP Systems: Complete "strip-out" of outdated Mechanical, Electrical, and Plumbing
systems, including legacy boilers and ductwork.
Accessibility Prep: Precise concrete saw-cutting for new plumbing trenches and ADA-
compliant restroom reconfigurations.
4. Exterior & Site Demolition
Hardscape Removal: Demolition of cracked asphalt community active spaces, concrete
walkways, and non-compliant ADA ramps.
Structure Razing: If replacing 75+ year-old buildings, complete demolition down to the
footings is required to qualify for OPSC replacement grants.
Vegetation: Removal of designated trees and shrubs, including stump grinding, while
protecting "trees to remain" per the arborist report.
5. Earthwork & Finishing
Footing Removal: Total removal of concrete footings and grade beams to a depth of at
least 3 feet below existing grade.
Backfill & Compaction: Voids left by demolished structures must be backfilled with
engineered fill and compacted to 90%95% density, verified by a third-party
geotechnical engineer.
Waste Management: California Green Building Standards (CALGreen) require a
minimum of 65% diversion of construction and demolition waste from landfills.

The Work is subject to the Community Workforce Agreement (“CWA”) between the District and the
Los Angeles/Orange Counties Building and Trades Council. Each Bidder must submit the completed and
executed CWA Letter of Assent concurrently with submitting its Bid Proposal. All Subcontractors must
complete and execute the CWA Letter of Assent as a condition to perform any Work. Link provided

Prequalification Required
As a condition of bidding for this Project, and in accordance with California Public Contract
Code section 20111.5, prospective Bidders are required to prequalify through Quality Bidders & Register

Registration by no later than February 23, 2026 [not less than five days prior to Bid opening date].

It is the responsibility of the Respondents to regularly check the aforementioned web

the designated Buyer identified above regarding this BID. If this directive is violated, the
District may deem the Firm’s “submittal” to be “Non-Responsive”, and no further
consideration will be given.
