Oregon State University intends to contract for the provision of an above‑canopy eddy covariance system from LI‑COR, Inc. as a sole source because of the uniqueness (design, capability, nature) of the goods and the contractor being the single provider of the goods. The contractor must supply an integrated eddy covariance system capable of collecting high‑frequency flux data at 20 Hz, operating reliably in a remote forest environment with low power consumption, and supporting multi‑decade deployment. The system must also integrate meteorological sensors that are fully compatible with standardized data collection, processing, and flux partitioning methods used across Oregon AmeriFlux and related research sites. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by 04/23/2026 at 4:30PM PST.
