Sealed bids for all bid packages will be received by Shamrock Paving, Inc. (Heavy Civil GC/CM) at the
Spokane International Airport Administration Office, 9000 W. Airport Drive #204, Spokane, Washington
99224, June 3, 2026 at 12:30 p.m. PDT for:

It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Bids
will be opened publicly and read aloud on June 3, 2026 at 1:00 p.m. PDT at the Spokane International
Airport Event Center (located at 9211 W. McFarlane Road).
Sealed bids will not be accepted via electronic submission, including email and fax. Bids received in
person can be turned in from 10:30 a.m.to 12:30 p.m. PDT on June 3, 2026. Any bids received after
June 3, 2026 at 12:30 p.m. PDT cannot and will not be considered.
A MANDATORY Pre-Bid Conference will be held at the Spokane International Airport Event
Center (located at 9211 W. McFarlane Road) on May 21, 2026 at 2:30 p.m. PDT. The Pre-Bid
Conference will be hosted on-site for all bidders. Any bid submitted by a firm which did not attend this
Pre-Bid Conference will be rejected.
The general nature of the Work is as follows:
This project involves rehabilitating the intersection of Spokane International Airport’s primary and
secondary runways (RWY 3-21 and RWY 8-26). Work includes asphalt removal and replacement,
pavement grooving, striping, and upgrades to airfield lighting systems. All work will be performed and
completed per contract phasing.
Contract Documents are available at www.siaplanroom.com. Documents can be viewed and/or
purchased online. The Planholders List is also available at this website. All addenda will be issued through
the planroom. Bidders can register online to be placed on the Planholders List and to receive automatic
e-mail notification of addenda. Abadan Reprographics & Imaging, 603 East Second Avenue, Spokane,
WA 99202 (Phone: 509-747-2964) should be contacted with website and plan ordering questions.
Questions during the bid period and inquiries regarding bid results (after bid opening) should be directed to
Tawny Thompson (tawny@shamrockpaving.us). Questions shall be submitted by May 27, 2026 at
12:00 p.m. PDT.
A contract according to the General Conditions, Supplementary Conditions, and Addenda (if applicable)
shall be signed prior to work commencing. Each bid ($300,000 or greater) must be accompanied by a
cashier’s check or surety bid bond, in an amount of not less than five percent (5%) of the total bid for all
bid schedules (including sales tax). A performance bond, payment bond, and liability insurance in
accordance with the contract documents will be required for the Contract. This is a prevailing wage
project per applicable State and Federal Law.
The GC/CM reserves the right to reject any and all bids, to waive any informality, to accept any alternate
bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms
of the Instruction to Bidders and General Conditions. The contract will be awarded to the lowest
responsive and responsible bidder. All bidders are cautioned to be aware of the requirement to have their
bids considered responsive.

Prospective Contractors are notified that the work under this Contract is funded in part by a grant from
the Federal Aviation Administration and as such this solicitation and any resulting contract are subject
to the requirements of Buy America Preference; Foreign Trade Restriction; Davis Bacon Act;
Affirmative Action; Debarment and Suspension; Drug Free Workplace Act of 1988; and other federal
requirements as identified in the Contract Documents.
