Pursuant to North Carolina General Statute 143-135.9, sealed proposals endorsed “Hydroponics Facility Lease,
RFP26187” will be received by City/County Purchasing as noted above. The City reserves the right to reject
any or all proposals.
Summary: The City is seeking a qualified partner interested in leasing and operating a city-owned hydroponics/
greenhouse facility located within the city limits. Lessee would independently manage the facility and align its
use with community goals such as improving local access to healthy food, supporting education, developing
workforce pipelines, and enhancing food sovereignty in underserved neighborhoods.
Interested businesses are required to visit the facility*. This facility is not manned or opened to the public. To
schedule your MANDATORY site visit, please contact: sustainability@cityofws.org. If you do not receive a
response with 48 hours, please email darrenmr@cityofws.org or call 336-747-6936 for assistance. *If you have
already visited facility with staff within the past year, and staff can confirm this, you have met this requirement.
Questions or inquires relative to this RFP must be in writing and e-mailed to darrenmr@cityofws.org by the
deadline of 5:00 PM, April 7, 2025. The City will provide written responses to all inquiries received by this
date, and responses will be made available to all known recipients of this RFP on April 8 or as soon as possible.
Any oral responses made by any representative of the City may not be relied upon. Any addenda or amendments
to this RFP will be in writing and furnished to known parties and posted on sites used for original advertising.
NOTE: The City intends to award to the best proposal based on the requirements given herein; however, the
City does not guarantee an award from this solicitation.
