Description:

The City of New Rochelle (the “City”) seeks proposals from qualified architectural and engineering design firms to provide full design services for the modernization of the Lincoln Park Swimming Pool (“pool”) located in New Rochelle, New York. The modernized pool facility shall include a rehabilitated main pool and kiddie pool, new mechanicals, a water slide, and shade structures including a shaded picnic area.

This project is funded in part by a grant from the Dormitory Authority of the State of New York (DASNY) NY SWIMS Grant Program: New York Statewide Investment in More Swimming.

A pre-proposal site visit regarding this RFP will be hosted on March 10, 2026 at 2:00 p.m. Attendance at this site visit is not mandatory, but is highly encouraged. The site visit will be held at the Lincoln Park Pool located on Prince Street in New Rochelle, NY. The meeting will begin in front of the Remington Boys & Girls Club facility on Prince Street.

Architectural & Engineering Services for Lincoln Park Pool Modernization
1. PROJECT FUNDING
This project is funded in part by a grant from the Dormitory Authority of the State of New York (DASNY)
NY SWIMS Grant Program: New York Statewide Investment in More Swimming.
2. STATE OF NEW YORK CONTRACT FOR GRANTS
All bidders are subject to the terms of the State of New York Contract for Grants -- Standard Terms and
Conditions, which can be found online at https://grantsmanagement.ny.gov/state-agency-resources and
also attached to this Request for Proposal as Exhibit F.
3. BACKGROUND
At the northernmost edge of New York City on the Long Island Sound, the City of New Rochelle provides
a growing urban core with all the benefits and diversity of a large city and the bucolic lifestyle of an
exclusive suburb. New Rochelle boasts numerous locational assets including direct access to I-95, Amtrak,
and Metro North service, providing an easy 30-minute commute to Grand Central.
4. PROJECT OVERVIEW
The City of New Rochelle (the “City”) seeks qualified architectural and engineering design firms to provide
full design services for the modernization of the Lincoln Park Swimming Pool (“pool”) located in New
Rochelle, New York. The modernized pool facility shall include a rehabilitated main pool and kiddie pool,
new mechanicals, a water slide, and shade structures including a shaded picnic area.

The pool was last renovated in 1995. The City does not seek to move the pool from its existing footprint.
The goals of the project are to:
Replace pool systems to meet current health (Westchester County Board of Health), safety, and
building codes;
Improve accessibility in compliance with ADA and local accessibility requirements;
Enhance user amenities and functionality;
Improve water quality, mechanical efficiency, and energy performance;
Extend the facility’s operational lifespan; and,
Create a visually appealing, community-centric recreational asset.
The work includes evaluation of existing conditions, preparation of design alternatives, cost estimates,
construction documents, permitting, and construction-phase support.
It is the City’s intent for construction to begin immediately after Labor Day 2026. Accordingly, the project
must be bid in early Summer 2026. All work under this contract must be completed within the required
timeframe to accommodate this schedule.
5. SCOPE OF WORK
5.1. TASK 1: PROJECT INITIATION & EXISTING CONDITIONS ASSESSMENT
The selected firm shall:
Meet with City staff responsible for the pool facility to understand existing issues and goals.
Conduct site visits to assess the existing pool, decks, mechanical and electrical systems, plumbing,
drainage, and related infrastructure
Review existing construction drawings and maintenance records
Perform a code compliance review (Westchester County Board of Health, building codes, ADA,
aquatic standards)
Provide a written assessment identifying deficiencies, risks, and opportunities
Deliverables:
Existing conditions report
Code compliance analysis
Preliminary site survey (topographic and utility)
Fee Type: Consultant shall propose a total lump sum for this phase, inclusive of any anticipated
reimbursables and sub-consultant fees. Fee breakdown identifying staff hourly rates and sub-
consultant costs shall also be provided.
Schedule: This phase shall be completed within 20 days of contract execution.
5.2. TASK 2 – CONCEPTUAL DESIGN & ALTERNATIVE ANALYSIS
The selected firm shall:
Develop 2 conceptual design options for the modernized facility
o Rehabilitated facility will include shade structures and shaded picnic area.
Assess feasibility, sustainability, operational impacts, and lifecycle costs

Provide conceptual site layouts, architectural concepts, and mechanical system strategies
Conduct an options evaluation with City/Agency staff
Deliverables:
Conceptual design package (plans, diagrams, renderings)
Preliminary cost estimates for each option
Alternative’s analysis report
Fee Type: Provide a lump sum fee total and fee breakdown identifying staff hours/rates, expenses
and sub-consultant costs. Total fee amount shall be provided on the Engineering Design and
Development of Bid Documents Line of Exhibit C.
Schedule: This phase shall be completed within 45 days of contract execution.
5.3. TASK 3: COMMUNITY AND STAKEHOLDER ENGAGEMENT
The consultant shall conduct community and stakeholder engagement meetings to inform the pool
design process.
Community and stakeholder engagement shall consist of up to two (2) meetings total, which may be
conducted virtually or in person at the City’s discretion. It is anticipated that the first meeting will be
held after the conceptual designs are completed. The second meeting shall be to present the final
design package. Additional meetings shall be considered additional services.

Written summary of stakeholder input
Community feedback shall be incorporated into the refinement of design concepts, as
appropriate.
Fee Type: Consultant shall propose a total lump sum for this phase, inclusive of any anticipated
reimbursables and sub-consultant fees. Fee breakdown identifying staff hourly rates and sub-
consultant costs shall also be provided.

5.4. TASK 3 – SCHEMATIC DESIGN
The selected firm shall prepare:
Schematic floor plans, pool layouts, and site improvements
Pool mechanical systems, filtration, chemical systems, and pump room layouts
Preliminary structural, MEP, and civil plans.

Schedule: This phase shall be completed within 60 days of contract execution.
5.5. TASK 4 - DESIGN DEVELOPMENT
The selected firm shall advance the design based on selected SD option:
Refined drawings: architectural, structural, civil, MEP, pool mechanical, and site features
Selection of materials, finishes, and major equipment
Updated energy performance and sustainability considerations
Coordination with regulatory agencies
Deliverables:
50–75% Design Development (DD) plans
Updated cost estimate
Basis of Design (BOD) document
Fee Type: Provide a lump sum fee total and fee breakdown identifying staff hours/rates, expenses
and sub-consultant costs. Total fee amount shall be provided on the Engineering Design and
Development of Bid Documents Line of Exhibit C.
Schedule: This phase shall be completed within 75 days of contract execution.
5.6. TASK 5 – CONSTRUCTION DOCUMENTS
The selected firm shall develop a complete set of permit-ready construction drawings and
specifications:
Detailed architectural and engineering drawings
Pool structure and waterproofing details
Mechanical, electrical, plumbing, and pool equipment specifications
Site drainage, utilities, grading, and landscape plans
Final technical specifications (CSI format)
Deliverables:
90% CDs for agency review
Final 100% Construction Documents
Final engineer’s cost estimate
Fee Type: Provide a lump sum fee total and fee breakdown identifying staff hours/rates, expenses
and sub-consultant costs. Total fee amount shall be provided on the Engineering Design and
Development of Bid Documents Line of Exhibit C.
Schedule: This phase shall be completed within 90 days of contract execution.
5.7. TASK 6 - PERMITTING & REGULATORY COORDINATION

The selected firm shall:
Prepare all permit applications
Facilitate plan review responses
Coordinate with Westchester County Board of Health, building department, and other authorities
having jurisdiction (AHJs).
Deliverables:
Permit submittal packages
Written responses to plan review comments
Fee Type: Provide a lump sum fee total and fee breakdown identifying staff hours/rates, expenses
and sub-consultant costs. Total fee amount shall be provided on the Engineering Design and
Development of Bid Documents Line of Exhibit C.
5.8. TASK 7 – BIDDING SUPPORT
The selected firm shall support the agency during contractor procurement:
Attend pre-bid meetings
Provide bid-phase addenda and clarifications
Evaluate contractor questions (RFIs)
Deliverables:
Bid-phase addenda
Provide answers to contractor RFIs.

5.9. TASK 8 - CONSTRUCTION ADMINISTRATION (CA)
During construction, the firm shall:
Review submittals, shop drawings, and equipment selections
Respond to RFIs and provide clarifications
Conduct site visits and issue field reports (frequency: 4 times/month)
Review contractor payment applications
Conduct substantial and final completion inspections
Prepare punch lists

Submittal/RFI logs
Field reports
Punch list
Certificate of substantial completion assistance
