Oakley Sidewalk Extension
The Town of Harrisburg will accept bids for the following project:
The Project consists of a public sidewalk extension along the north side of Oakley Drive to tie
into existing sidewalk on Harris Depot Road.
SCOPE OF WORK: The scope includes installation of approximately 1300 feet of new 5’ wide
concrete sidewalk, curb ramps, storm, grading, traffic control, mobilization, erosion control and
all other work necessary to complete the project as shown in the plans in accordance with state
and local standards and regulations.
All work is to be completed by December 4th, 2026.
The Town of Harrisburg reserves the right to add or delete from the contract quantities. Please
see instructions to bidders for more information.
The terms Engineer and Owner are used interchangeably in this document.
All bids are due by Thursday, June 4th, 2026, at 11 AM. Sealed Bids may be sent to:

The party submitting a bid is solely responsible for delivery of the bid at the specified location
prior to the deadline for receipt of bids.
Bids will be opened at 11 AM on Thursday, June 4th, 2026, at Harrisburg Town Hall, 4100 Main
Street, Harrisburg, North Carolina 28075.

BASIS OF PAYMENT
Oakley Sidewalk Extension
GENERAL: Payment for the work Items shall be at the total unit or lump sum price Bid for each unit of
work completed and accepted in accordance with the Contract Documents.
The latest “State of North Carolina, Department of Transportation, Quality Management System” manual
shall govern the material and procedures used in this project, if not otherwise specified in the project
Specifications.
PRICES TO INCLUDE: For each Bid Item, the total unit price or lump sum price Bid shall be considered
full compensation for the completed and accepted work, and shall include all labor, materials, tools,
equipment and transportation needed to perform the work in accordance with the Contract Documents so
as to provide a complete and properly functional system. The General Contractor shall be responsible for
reviewing the contents and conditions of all Contract Documents as they may relate to the work under this
Contract and comply with the requirement thereof.
STANDARD SPECIFICATIONS: The January 2024 North Carolina Department of Transportation
(NCDOT) Standard Specifications for Roads and Structures, herein referred to as the “NCDOT Standard
Specifications,” is part of the Contract Documents and incorporated herein by reference and can be found
online at: 2024 Standard Specifications for Roads and Structures.pdf (ncdot.gov)
All construction items will be in accordance with the materials, methods, measurement, and payment
specifications listed in the NCDOT Standard Specifications Manual and/or as noted, along any Special
Provisions (SP) applicable to a specific item.
ITEM 1 - MOBILIZATION
A. Work included: Furnish all labor, materials, equipment, and incidentals necessary for mobilization to
the project site, including but not limited to transportation of personnel and equipment, establishment
of temporary facilities, site setup, permits, bonds, insurance, project signage, initial surveying, and all
preparatory activities required prior to commencement of construction work. This line item shall
include furnishing of adequate temporary restroom facilities for contractors and their subcontractors
to use on site. Not to exceed 5% of total bid.
B. Payment: Lump Sum price.
SP. Contractor is to coordinate, and schedule, a pre-construction meeting with the Town of
Harrisburg prior to any construction activities.
ITEM 2 – COMPREHENSIVE GRADING
A. Work Included: As described in NCDOT Standard Specifications, Section 226, 270, and 505.
B. Payment: Lump Sum Price. Partial payments may be equal to the percentage of such item that is
complete as estimated by the Owner. No separate payment will be made for clearing and grubbing,
hauling, proper disposal of materials, or any other work incidental to this section.
ITEM 3 – TRAFFIC CONTROL
A. Work included: All work as described in NCDOT Standard Specifications Section 1101 as necessary
to meet NCDOT, MUTCD traffic control requirements for construction zones. No more than one lane

may be closed on Oakley Drive at any given time and traffic flow will be required to be maintained in
both directions at all times. In no case shall a lane be closed overnight or when traffic control is not
present.
B. Payment: Lump Sum price. This item is to include, but is not limited to work zone signs, portable
changeable message signs, cones, drums, flaggers, and any other measures needed to complete
adequate traffic control per the bidding documents.
SP. No more than one lane may be closed on Oakley Rd at any given time and traffic flow will be
required to be maintained in both directions at all times. In no case shall a lane be closed overnight or
when traffic control is not present.
ITEM 4 – EROSION CONTROL & SEEDING
A. Work Included: As described in NCDOT QMS, and Supplementary Specifications and other work
incidental to the Item.
B. Payment: Lump sum price. Partial payments may be equal to the percentage of such item that is
complete as estimated by the Owner. This item is to include, but not limited to, seeding and mulching,
temporary silt fence, gravel construction entrance, rock inlet sediment traps, coir fiber wattles, any
additional measures needed to complete adequate erosion control per the bidding documents.
ITEM 5 – DEMOLITION
Work included: All work related to removal of culverts, brick headwalls, existing driveway aprons,
pavement saw cuts, and the removal for replacement/relocation or of existing drop inlets, mailboxes, and
water meters and valves.
A. Payment: Lump sum price for items as indicated on construction drawings.
ITEM 6 – 4” CONCRETE SIDEWALK
B. Work included: As described in Harrisburg Standard Detail HBSD-MISC-04.
C. Payment: Unit price per Square Yard, measured along the surface of the completed and accepted
work. Price includes, but is not limited to, excavating and backfilling, sawing the existing joint,
furnishing and placing concrete, installing curb ramps and detectable warning signs per the
construction documents, and constructing sealing joints.
ITEM 7 – CONCRETE CURB RAMP
A. Work Included: As described in NCDOT Standard Specifications, Section 848 and referencing
Harrisburg Standard Detail HBSD-MISC-09 and HBSD-MISC-13.
B. Payment: Unit Price per Each. Price includes, but is not limited to, excavating and backfilling, sawing
the existing sidewalk or driveway, furnishing and placing concrete, curb and gutter, constructing and
sealing joints and furnishing and installing truncated domes as shown in NCDOT Roadway Standard
Drawings and Harrisburg Standard Details.
ITEM 8 –CONCRETE CURB AND GUTTER
A. Work included: All concrete curb and gutter shall be constructed in accordance with Harrisburg
Standard Detail HBSD-MISC-01. All concrete shall be given a light broom finish with the brush
marks parallel to the curb line or gutter line. Concrete shall be of a North Carolina Department of
Transportation approved mix design dispatched from a currently certified production facility. No

concrete shall be placed until the stringline and base have been inspected and approved by the Town
of Harrisburg.
B. Payment: Unit Price per Linear Foot. Price shall include all incidentals associated with performing
this work.
ITEM 9 – REMOVE AND REPLACE ASPHALT DRIVE
A. Work Included: As described in NCDOT Standard Specifications, Section 620.
C. Payment: Lump sum price for items as indicated on construction drawings. Price shall include all
incidentals associated with performing this work.
ITEM 10 – CONCRETE APRONS
B. Work Included: All related work for installation / replacement of driveway aprons as shown in
construction drawings as described in Harrisburg Standard Detail HBSD-DRV-05.
D. Payment: Unit price for items as indicated on construction drawings. Price shall include all
incidentals associated with performing this work.
ITEM 11 – CONCRETE DROP INLET WITH GRATE
C. Work Included: DI 1, DI 2, DI 3, AND DI 4 to be installed per construction drawings as described in
NCDOT Standard Specifications, Section 840 and contract documents.
E. Payment: Unit price for items as indicated on construction drawings. Price shall include all
incidentals associated with performing this work.
ITEM 12 – CONCRETE CATCH BASIN WITH HOOD AND GRATE
D. Work Included: All Catch basins shown within Contract Documents to be installed per construction
drawings as described in NCDOT Standard Specifications, Section 840.
F. Payment: Unit price for items as indicated on Construction Drawings. Price shall include all
incidentals associated with performing this work.
ITEMS 13 – 12” CLASS III RCP
A. Work Included: As described in NCDOT Standard Specifications, Section 310 and section 1032-6(B).
B. Payment: Unit Price per Linear Foot. Measurement will be made by counting the number of joints
used and multiplying by the length of the joint to obtain the number of linear feet of pipe installed and
accepted. Select bedding and backfill material will be included in the cost of the installed pipe.
ITEM 14 – ADJUST METER OR VALVE BOX
A. Work Included: All work related to adjusting or relocating utility meter and valve boxes as needed to
be flush with new finished grade as needed.
B. Payment: Unit Price per Each. Will be measured and paid for each unit satisfactorily adjusted.
ITEM 15 – LANDSCAPING
E. Work Included: Landscaping adjustments needed for proper tie in to include grading, seeding,
mulching, and plant replacement in areas indicated on construction drawings.
G. Payment: Lump sum price for area indicated as necessary.
