The City of Delano (OWNER) is requesting Statements of Qualifications (SOQ) from qualified Architectural firms (CONSULTANT) for the design of the proposed Delano Transit Maintenance Facility Conversion Project at the former Delano Modified Community Correctional Facility. It is the City’s intent to select a CONSULTANT to create a Transit Maintenance Facility Conversion Plan and to assist in the implementation of the same.

Project Description

The Transit Maintenance Facility Conversion Project (PROJECT) involves the transformation of the former Delano Modified Community Correctional Facility to accommodate the City’s Transit Department’s fleet maintenance needs. This project will retrofit and upgrade the facility to support a variety of transit vehicles using the existing structure to its maximum capability.

Key components of the project include the installation of advanced maintenance bays, fueling and charging stations, improved ventilation systems, and specialized lifting equipment for diagnostics and repairs. The layout will be optimized for vehicle flow, safety, and maintenance operations, with dedicated areas for inspection, repair, washing, and storage.

In addition, the project will involve structural, and systems upgrades to meet current building and energy codes, including lighting, HVAC, and water conservation measures. Staff facilities will be renovated for optimal working conditions, with expanded office and training spaces, locker rooms, and break areas.

Upon completion, the converted facility will be equipped to handle the growing demand for transit services, reduce vehicle downtime, and support a sustainable, efficient transit system for the community.

Qualifications:
Summary of Specific Services:

General: Professional services for determining the optimum layout; opinion of probable construction cost; determination of specific structural, layout, and utility modifications needed to meet the City of Delano goals with the conversion project.

The CONSULTANT will consult with designated City Staff on all aspects of the PROJECT design and components. On an as needed basis, the CONSULTANT might be required to update the City Council on design and construction document status.

Agency approval services, including but not limited to City Engineering, Public Works, Building Department, and other local jurisdictions:

•        Complete set of Bids and Specifications document services.
•        Bidding and construction administration services.
•        Complete set of Record drawings.

Mandatory Qualifications

Respondents must hold a valid architect's license in good standing with the California Architects Board, and the necessary structural engineering qualifications and licenses to provide the requested design services in accordance with California law. Provide the following information for each license:
•        Name of license holder exactly as on file
•        License No. and Date Issued
•        Expiration Date
•        Whether license has been suspended or revoked in the past 5 years. If so, explain.

Past Performance Record

If any of the following has occurred, please describe in detail the circumstances for each occurrence:
•        Failure to enter into a contract once selected/awarded.
•        Withdrawal of a proposal as a result of an error.
•        Termination or failure to complete a contract.
•        Debarment by any municipal, county, state, federal or local agency.
•        Involvement in litigation, arbitration, or mediation.
•        Conviction of the firm or its principals for violating any federal or state law related to architecture practice or contract performance.
•        Knowing concealment of any deficiency in the performance of a prior contract.
•        Falsification of information or submission of deceptive or fraudulent statements in connection with a contract.
•        Willful disregard for applicable rules, laws, or regulations.
•        Information regarding any of the above may be deemed to indicate an unsatisfactory record of performance.
Insurance Requirements

The selected CONSULTANT shall furnish to the OWNER, prior to the commencement of work, an underwriter's certificate of insurance reflecting not less than the following limits:

1.        Worker’s Compensation Insurance with statutory limits as required by Statutory Law.

2.        Commercial General Liability with a combined single limit for bodily injury and property damage of not less than one million dollars ($1,000,000.00) per occurrence to protect the Consultant against claims for bodily injury or death and damage of property of others. This shall cover the use of all equipment, hoist and vehicles on the site(s) not covered by automobile liability under subsection (3) below. If the Consultant has a “claims made” policy, then the following additional requirements apply: The policy must provide a “retroactive date” which must be on or before the execution date of the Agreement; and the extended reporting period may be less than five (5) years following the completion date of the Agreement.

3.        Automobile Liability Insurance on owned and non-owned motor vehicles used on the site(s) or in connection therewith for a combined single limit for bodily injury and property damage of not less than one million dollars ($1,000,000.00) per occurrence.

4.        Professional errors and omissions liability insurance for protection against claims alleging negligent acts, errors or omissions which may arise from Consultant’s Services under the Agreement by Consultant or its employees. The amount of this insurance shall not be less than two million dollars ($2,000,000.00) on a combined and single-limit per claim basis.

5.        All policies shall contain the following endorsement: An endorsement providing Delano within thirty (30) days written notice of cancellation or reduction of coverage in any policy, policy language or terms.

6.        All liability insurance policies required of the Consultant hereunder except professional liability and Worker’s Compensation, shall be primary insurance and shall name City, its officers, employees and agents as additional insured.

All insurance shall be issued by a company or companies listed in the current "Best's Key Rating Guide" publication with a minimum of an A-, V rating. The OWNER, its officers, agents and employees shall be named as additional insured on the General Liability policy. Any deviations from the requisite policy amounts and ratings must be approved by the OWNER.

Selection Criteria

Qualifications submitted in response to this RFQ will be evaluated on the following criteria.

•        Depth of planning, design, and implementation experience.
•        Creative project problem solving.
•        Project architect's experience in successful and timely approval of firm's projects.
•        Project architect's knowledge of applicable State regulations.
•        Responsiveness to the RFQ -breadth and quality of response.
•        References from clients.

The successful firm will demonstrate, through its qualification’s submittal, that it has carefully studied the City’s expectations as stated in the RFQ. This submission must show that the firm has the professional capability and personality to be a full-service CONSULTANT who will facilitate and oversee bidding, construction, and close-out of the project.

Statement of Qualifications

The SOQ should include at least the following items. Please respond in the same order/format listed below:

•        Cover Letter of Interest
•        Firm Organization; Credentials and Background
•        Relevant Experience - Depth of experience in planning, design, and implementation of projects of this size and complexity.
•        Project Team -Identify design team members and their relevant experience.
•        List of Client Satisfaction
•        References - List at least four (4) pertinent client references for whom your firm has performed projects of similar complexity.

Submittal and Deadline

This RFQ is published on the City’s website at www.cityofdelano.org. It is the responsibility of every Bidder to check this website for any addenda or modifications to ensure that they have the most recent information. The submittal deadline is January 9, 2025, before 5:00 PM, proposals received later than that date and time will not be accepted, it is requested that eight (8) copies of the proposal be submitted. Submittals shall be enclosed in a sealed envelope addressed as follows:

Facsimile (FAX) copies or e-mail submittals will not be allowed. The Envelope shall have it clearly marked in large letters as follows: “Statement of Qualifications for the Architectural Design of the Delano Transit Maintenance Facility Conversion Project.”

This RFQ is neither a formal request for bids, nor an offer by the City to contract with any party responding to this RFQ. This RFQ does not commit the City to award a contract or to reimburse any applicant for costs incurred in submitting qualifications. The City in its sole discretion, reserves the right to interview any, all, or none of the firms submitting to this RFQ; or to amend or cancel part or in its entirety this RFQ.
