Notice is hereby given that the City of Delano invites and will receive sealed proposals (bids) up to the hour of 2:00 p.m. on May 7, 2026, for the supply to said City of SC3000 cold mix asphalt materials only (No Labor). At said time, said proposals will be publicly opened and read aloud at the office of the City Clerk,

Scope of Services:

At the direction of the Public Works Director the successful vendor/supplier will supply and deliver asphalt cold mix materials to the City for the terms of the agreement and in accordance with the specification in this contract.

  • A City representative will be required to sample and/or test the materials at the plant prior to delivery.
  • 40 % of the total quantity shall be delivered to the city on the week of July 13, 2026.
  • The remaining quantity necessary to complete the purchased materials shall be delivered to the city at two (2) different times on the week of July 27 and August 10, 2026.

Total Cost of Materials Purchase: $450,000.00

PART 1: GENERAL
1.1 Related Documents:
A. Caltrans Standards Specifications 2010, Section 39 - Hot Mix Asphalts and Section 93 -
Liquid Asphalt.
1.2 Description of Work:
A. Supply and deliver Cold Mix Asphalt (SC-3000) to the City of Delano Facility within
2.5 miles from the City Corporation Yard.
1.3 Quality Assurance:
A. Referenced Standards: Any requirement of these Specifications shall in no way
invalidate the minimum requirements of the referenced standards.
Caltrans Standard Specifications, State of California Department of Transportation
(Caltrans) 2010, Section 39 "Hot Mix Asphalt," and Section 93 "Liquid Asphalts."
1.5 Product Delivery:
A. General: Transport asphalt concrete mixtures from the mixing plant to project site in
trucks having tight, clean compartments (Belly Dump Preferred). Provide covers over
asphalt cement mixture when delivering to protect the mixture from weather.
1.6 Submittals:
A. Material Certificates: Provide copies of PRODUCTS certificates signed by material
producer and Contractor, certifying that each material item complies with, or exceeds,
specified requirements. Provide the asphalt concrete mix design for review and approval.
PART 2: PRODUCTS
2.1 Products:
A. General: Use locally available products and gradations which exhibit a satisfactory
record of previous installations. All tests necessary to locate an acceptable source of
suitable PRODUCTS shall be provided by the Contractor. Test results by a commercial
testing laboratory shall be furnished to the City at least 20 days before the delivery of
PRODUCTS to the site.
B. Asphalt Concrete: Use Type B, per Section 39, Caltrans Specifications.
1. Aggregate in the mix shall be 3/8-inch maximum, coarse grading and in
accordance with the following:
