Sealed bids will be received until 2:00 p.m. local time, on April 17, 2026 at City of Fremont Municipal Building, 400 E. Military Avenue, Fremont, NE 68025 and then publicly opened and read aloud, for furnishing all labor, materials and equipment and performing all work necessary to: Reconstruct Parallel Taxiway (3,240' x 35'), Taxiway B Extension and Electrical Improvements. In general, this work will require the following approximate quantities:
Embankment in Place (7,634 CY); Pavement Removal (15,030 SY); 9” Cement Treated Subgrade (19,120 SY); 6” Aggregate Base Course (18,195 SY); 7.5” Concrete Pavement (17,270 SY); 24” Class IV Reinforced Concrete Arch Pipe (304 LF); 4” Perforated Underdrain Pipe (6,400 LF); Airfield Lighting; REILs; Pavement Marking; Seeding; Bonded Fiber Matrix

Contractors bidding shall be pre-qualified by NDOT to construct CONCRETE PAVEMENT or as “General”, as required by the Notice to Bidders.
A prebid conference for this project will be held on April 6, 2026 at 1:00 pm at the Fremont Municipal Airport Terminal Building, 1203 W. 23

Street, Fremont, NE. Attendance at the prebid conference is strongly encouraged but is not mandatory.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Airport Sponsor has established a contract participation goal of 0.0% for small business concerns owned and controlled by certified disadvantaged business enterprises (DBE). The Owner’s award of this contract is conditioned upon the bidder satisfying the good faith effort requirements of 49 CFR § 26.53.
General Civil Rights Provisions: In all its activities within the scope of its airport program, the Contractor agrees to comply with pertinent statutes, Executive Orders, and such rules as identified in Title VI List of Pertinent Nondiscrimination Acts and Authorities to ensure that no person shall, on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability be excluded from participating in any activity conducted with or benefiting from Federal assistance. This provision is in addition to that required by Title VI of the Civil Rights Act of 1964.
The above provision binds the Contractor and subcontractors from the bid solicitation period through the completion of the contract.
