Description:

North Carolina General Statute (N.C.G.S.) 143-132(a) requires a minimum of three competitive bids be received for formal construction and repair contracts. Three bids were not received on February 25, 2026. Should fewer than the required three bids be offered for formal projects advertised as N.C.G.S. 143-129 requires, the project may be re-advertised.

Therefore, pursuant to N.C.G.S. formal bidding laws, sealed bid proposals endorsed “Bid 13-022526 City of High Point Streets Resurfacing Project will be received by the Purchasing Division of the City of High Point, North Carolina, located in the Municipal Operations Center, Warehouse Building at 816 East Green Drive, High Point, NC, until 3:00 PM on Wednesday, March 11, 2026 at which date and time they will be opened and publicly read aloud. Three bids are not required at this second offering; as few as one valid bid may be opened and considered for award per NCGS 143-132.

NOTICE TO BIDDERS
Sealed proposals will be received by the Purchasing Division of the City of High Point, North
Carolina, located in the Municipal Operations Center, Warehouse Building at 816 East Green
Drive, High Point, NC, (Come through the guard gate, go to the stop sign and make a left. The
Warehouse is the last door on the right, look for the dock and yellow chain and the
Purchasing/Warehouse sign. Parking will be on your left), until 2:00 PM on Wednesday,
February 25, 2026, at which date and time they will be opened and publicly read for the
following:

City of High Point Streets Resurfacing Project 2026
Bids are invited for work as follows as well as all related miscellaneous work:
Work under this contract consists of furnishing personnel, equipment, and materials for the
City of High Point annual street resurfacing project. The location of the streets varies within
the City of High Point. This project will consist of various pay items which includes traffic
control, bituminous surface treatment, asphalt overlay, asphalt milling, asphalt patching,
thermoplastic and painted pavement markings, concrete curb/gutter repairs, and adjustment
of manholes and water valve boxes.
All miscellaneous work related to the above. Quantities and major work items are more
thoroughly described herein.
A pre-bid conference will be held on Tuesday, February 03, at 2:00 PM in the Municipal
Operations Training Room located at 816 E Green Drive, High Point, NC 27260, (Come through
the guard gate, go to the stop sign and make a left. The MOC training room is located at the top
of the stairs of the Health and Safety office. Parking will be on your left). City staff will be
available to discuss the project and answer pertinent questions, including MWBE requirements.
All prospective bidders are urged and cautioned to attend so as to prepare bids based upon a full
understanding of project specifications.
General contractors are notified that “An Act to regulate the Practice of General Contractors”,
Section 87-1 through 15, ratified by the General Assembly of North Carolina, on March 10, 1925,
and as subsequently amended will be observed in receiving and awarding general contracts.

address, by depositing a nonrefundable fee of $120 (plus tax and shipping) for each set so

No proposal shall be considered or accepted by the City Council unless at the time of its filing the
same shall be accompanied by a deposit with the City of High Point of a certified check on a bank
or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to
five percent (5%) of the total bid. In lieu of making the deposit as above provided, such bidder
may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to
execute such bonds; conditioned that the surety will upon demand forthwith make payment to the
City of High Point upon said bond if the bidder fails to execute the contract in accordance with
the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract
within ten (10) days after award or fails to give satisfactory surety as required herein.
A separate performance and payment bond each in an amount equal to one hundred percent
(100%) of the contract price will be required after bid award.
The City reserves the right to reject any and all bids, as may in the judgment of the City, serve its
best interest and the City further reserves the right to waive irregularities and informalities in any
bid submitted.
In accordance with the Federal “Americans with Disabilities Act” (the Act), the City of High
Point will not discriminate against individuals, and will not do business with vendors who
discriminate against such individuals in violation of the Act.
